Canada: Initiation of investigations on import of Mattresses

Pursuant to subsection 31(1) of the Special Import Measures Act, the Canada Border Services Agency initiated investigations on February 24, 2022, respecting the alleged injurious dumping and subsidizing of certain mattresses originating in or exported from China. 

Canada: Notice of initiation of re-investigation on Oil country tubular goods

The Canada Border Services Agency (CBSA) has initiated a re‑investigation to update the normal values and export prices, in accordance with the Special Import Measures Act (SIMA), respecting certain oil country tubular goods originating in or exported from the Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu (Chinese Taipei), India, Indonesia, South Korea, Thailand, Turkey and Vietnam. In addition, the result of the re‑investigation will also serve to update the surrogate normal values of certain seamless carbon or alloy steel oil and gas well casing and certain oil country tubular goods originating in or exported from China. Both of these cases have normal values determined under section 20 of SIMA, using costing and sales data from surrogate countries. 

Canada: Notice of normal value review on Carbon steel fasteners

The Canada Border Services Agency (CBSA) has initiated a normal value review (review) to determine the normal values and export prices applicable to certain carbon steel fasteners (fasteners) originating in or exported from the Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu (Chinese Taipei) by Pro Power Co., Ltd. (Pro Power). 

Canada: Notice of initiation of expiry review investigation on Certain pup joints

The Canadian International Trade Tribunal (CITT), pursuant to subsection 76.03(3) of the Special Import Measures Act (SIMA), initiated an expiry review of its order made on April 7, 2017, in Expiry Review No. RR‑2016‑001, concerning the dumping and subsidizing of certain pup joints originating in or exported from China. As a result of the CITT’s expiry review, the Canada Border Services Agency (CBSA) has today initiated an investigation to determine, pursuant to paragraph 76.03(7)(a) of SIMA, whether the expiry of the order is likely to result in the continuation or resumption of dumping and/or subsidizing of the subject goods. The CBSA will make a determination no later than July 22, 2022, and will issue a Statement of Reasons by August 5, 2022. The subject goods are: Oil country tubular goods pup joints, made of carbon or alloy steel, welded or seamless, heat‑treated or not heat‑treated, regardless of end finish, having an outside diameter from 2 3/8 inches to 4 1/2 inches (60.3 mm to 114.3 mm), in all grades, in lengths from 2 feet to 12 feet (61 cm to 366 cm) originating in/or exported from the People's Republic of China. The subject goods are usually classified under the following tariff classification numbers:

European Union: amending Regulation (EU) 2019/159 imposing a definitive safeguard measure against imports of certain steel products

Imports from Belarus and Russia subject to the safeguard measure will no longer be able to enter the Union. Thus, the Commission has decided to adjust the functioning of the safeguard measure to ensure that these import bans do not create a shortage of supply in the Union market in the categories affected, and that Union steel users can continue sourcing those volumes from other sources. 

European Union imposed definitive countervailing duties on imports of stainless-steel cold-rolled flat products

According to European Commission (EU) regulation 2022/433, EU has imposed definitive countervailing duties on imports of stainless-steel cold-rolled flat products originating in India and Indonesia and amending Implementing Regulation (EU) 2021/2012 imposing a definitive anti-dumping duty and definitively collecting the provisional duty imposed on imports of stainless-steel cold-rolled flat products originating in India and Indonesia. 

European Union imposed definitive countervailing duties on imports of certain aluminium foil

According to European Commission (EU) regulation 2022/402, EU has imposed definitive imposing a definitive anti-dumping duty on imports of certain aluminium foil (HTS 7607111910) originating in the People’s Republic of China following an expiry review pursuant to Article 11(2) of Regulation (EU) 2016/1036 of the European Parliament and of the Council. 

European Union terminating the partial interim review of the countervailing measures applicable to imports of certain rainbow trout

According to European Commission (EU) regulation 2022/407, EU has terminated the partial interim review of the countervailing measures applicable to imports of certain rainbow trout originating in the Republic of Turkey. 

European Union Notice of initiation of an expiry review of the anti-subsidy measures applicable to imports of certain graphite electrode systems

According to European Commission (EU) regulation 2022/C 113/04, EU has published notice of initiation of an expiry review of the anti-subsidy measures applicable to imports of certain graphite electrode systems (TARIC codes 8545110010 and 8545909010) originating in India. 

European Union extending the definitive countervailing duty on imports of certain woven and/or stitched glass fibre fabrics (‘GFF’)

According to European Commission (EU) regulation 2022/301, EU has extended the definitive countervailing duty imposed by Implementing Regulation (EU) 2020/776 on imports of certain woven and/or stitched glass fibre fabrics (‘GFF’) (TARIC codes 7019 61 00 81, 7019 62 00 81, 7019 63 00 81, 7019 64 00 81, 7019 65 00 81, 7019 66 00 81, 7019 69 10 81, 7019 69 90 81, 7019 72 00 81, 7019 73 00 81, 7019 80 10 81, 7019 80 90 81, and 7019 90 00 81) originating in the People’s Republic of China (‘the PRC’) to imports of GFF consigned from Morocco, whether declared as originating in Morocco or not, and terminating the investigation concerning possible circumvention of the countervailing measures imposed by Implementing Regulation (EU) 2020/776 on imports of GFF originating in Egypt by imports of GFF consigned from Morocco, whether declared as originating in Morocco or not.
