Argentina imposed anti-dumping duty for protective metal grids

Argentinean Customs authority has added anti-dumping duties for protective metal grids (Classified under tariff chapter 73) made in China and Taiwan. 

Canada: Notice of close of record and updated schedule for Carbon steel fasteners

The Canada Border Services Agency (CBSA) has now closed the record of the normal value review of certain carbon steel fasteners (fasteners) originating in the Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu (Chinese Taipei) and exported to Canada by Pro Power Co., Ltd. (Pro Power). The review is part of the CBSA’s enforcement of the Canadian International Trade Tribunal’s (CITT) order issued on September 2, 2020, respecting the dumping of fasteners originating in or exported from the People’s Republic of China (China) and the Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu (Chinese Taipei) and the subsidizing of such goods, originating in or exported from China, excluding fasteners specifically designed for application in the automotive or aerospace industry, in accordance with the Special Import Measures Act (SIMA). 

China: Announcement on Ruling on Expiry Review of Anti-dumping Measures against Imports of Polyacrylonitrile fiber Originating in Japan, Korea and Turkey

MOFCOM released MOFCOM Announcement No. 31 of 2016 on Jul 13,2016 and decided to implement the anti-dumping measures against imports of Polyacrylonitrile fiber originating in the Japan, Korea and Turkey for five years starting from Jul 14, 2016. On August 4, 2017, MOFCOM issued Announcement No. 36, 2017, deciding that Mitsubishi Chemical Co., Ltd. will inherit the 15.8% anti-dumping duty rate and other rights and obligations applied by Mitsubishi Rayon Co., Ltd. in the anti-dumping measures. On November 6, 2018, MOFCOM issued notice No. 74 of 2018, adjusting the anti-dumping duty rates applicable to imports for Korea from 4.1%-16.1% to 8.6%-21.7%.

MOFCOM released MOFCOM Announcement No. 15 of 2021 on Jul 13,2021 and decided to carry out expiry review investigation into the above applicable anti-dumping measures MOFCOM has investigated and ruled that the dumping of imports of Polyacrylonitrile fiber originating in the Japan, Korea and Turkey may continue or occur again in the Mainland of China and it may continue to cause damage or may again cause damage to the Polyacrylonitrile fiber industry of the Mainland of China if the anti-dumping measures are terminated. In accordance with Article 50 of the Anti-dumping Regulations and the investigation results, MOFCOM suggested continuing to implement the anti-dumping measures to the Customs Tariff Commission of the State Council. According to the suggestion of MOFCOM, the Customs Tariff Commission of the State Council then decided to continue to impose anti-dumping duties on imports of Polyacrylonitrile fiber originating in the Japan, Korea and Turkey for five years starting from Jul 14, 2022. The detailed measures are the same is the ones in MOFCOM Announcement No. 31 of 2016, No.36 of 2017 and No.74 of 2018. 

China: Announcement on Ruling on Expiry Review of Anti-dumping Measures against Imports of Grain Oriented Flat-rolled Electrical Steel Originating in Japan, Korea and EU

MOFCOM released MOFCOM Announcement No. 33 of 2016 on Jul 23,2016 and decided to implement the anti-dumping measures against imports of Grain Oriented Flat-rolled Electrical Steel originating in the Japan, Korea and EU for five years starting from Jul 23, 2016. On June 5, 2018, MOFCOM issued Announcement No. 11, 2018 , deciding to accept the price commitment application of POSCO and implement the price commitment from June 9, 2018. As of the date of implementation, anti-dumping duty on oriented electrical steel products of POSCO will be suspended.

On January 29, 2021, the Ministry of Commerce issued Announcement No. 3 of 2021. According to the notice, after the Brexit transition period ends on December 31, 2020, the trade remedy measures previously imposed on the EU will continue to apply to the EU and the UK for the same period of time. New trade remedy investigations and reviews launched against the EU after that date will no longer treat the UK as a member of the EU.  MOFCOM released MOFCOM Announcement No. 16 of 2021 on Jul 23,2021 and decided to carry out expiry review investigation into the above applicable anti-dumping measures MOFCOM has investigated and ruled that the dumping of imports of Grain Oriented Flat-rolled Electrical Steel Originating in Japan, Korea and EU may continue or occur again in the Mainland of China and it may continue to cause damage or may again cause damage to the Grain Oriented Flat-rolled Electrical Steel industry of the Mainland of China if the anti-dumping measures are terminated.

EU initiate anti-dumping duty investigation on imports of certain hot rolled stainless steel sheets and coils

As per EU Commission regulation 2022/1310, EU has initiated an investigation concerning possible circumvention of the anti-dumping measures imposed by Implementing Regulation (EU) 2020/1408 on imports of certain hot rolled stainless steel sheets and coils originating in Indonesia by imports of certain hot rolled stainless steel sheets and coils consigned from Turkey, whether declared as originating in Turkey or not, and making such imports subject to registration.

Per EU Commission regulation 2022/1395, EU has imposed a definitive anti-dumping duty on imports of certain corrosion resistant steels (Classified under tariff chapter 72) originating in Russia and Turkey. 

EU imposed anti-dumping duty on imports of silicon

Per EU Commission regulation 2022/1394, EU has imposed a definitive anti-dumping duty on imports of silicon originating in the People’s Republic of China, as extended to imports of silicon (Classified under tariff chapter 28) consigned from the Republic of Korea and from Taiwan, whether declared as originating in the Republic of Korea or Taiwan or not, following an expiry review pursuant to Article 11(2) of Regulation (EU) 2016/1036 of the European Parliament and the Council.

United States: Preliminary Determination in the Antidumping Duty Investigations of Lemon Juice from Brazil and South Africa

On July 29, 2022, the Department of Commerce (Commerce) announced its affirmative preliminary determinations in the antidumping duty (AD) investigations of lemon juice (HTSUS 2009.31.4000, 2009.31.6020, 2009.31.6040, 2009.39.6020, and 2009.39.6040) from Brazil and South Africa.
