European Union: Notice of reopening the anti-dumping investigation concerning imports of certain woven and/or stitched glass fibre fabrics originating in Egypt

The request was lodged on 18 October 2021 by TECH-FAB Europe e.V., an association of EU producers of glass fibre fabrics (‘GFF’) (‘the applicants’), representing more than 25 % of the total Union production of GFF.

The product under investigation is fabrics of woven and/or stitched continuous filament glass fibre rovings and/or yarns with or without other elements, excluding products which are impregnated or pre-impregnated (pre-preg) and excluding open mesh fabric with cells with a size of more than 1,8 mm in both length and width and weighing more than 35 g/m2, originating in Egypt currently falling under CN codes ex 7019 39 00, ex 7019 40 00, ex 7019 59 00 and ex 7019 90 00 (TARIC codes 7019 39 00 81, 7019 39 00 82, 7019 40 00 81, 7019 40 00 82, 7019 59 00 81, 7019 59 00 82, 7019 90 00 81 and 7019 90 00 82) (‘the product under investigation’).

European Union: Notice of initiation of an anti-dumping proceeding concerning imports of fatty acid originating in Indonesia

The complaint was lodged on 18 October 2021 by Coalition against Unfair Trade in Fatty Acid (‘the complainant’). The complaint was made on behalf of the Union industry of fatty acid in the sense of Article 5(4) of the basic Regulation. An open version of the complaint and the analysis of the degree of support by Union producers for the complaint are available in the file for inspection by interested parties. Section 5.6 of this Notice provides information about access to the file for interested parties. The product subject to this investigation is fatty acids saturated or unsaturated with a carbon chain length of C6, C8, C10, C12, C14, C16 or C18 with an iodine value below 105 g/100 g originating in Indonesia, including:

  • single fatty acid (also referred to as ‘pure cut’); and
  • blends containing a combination of two or more carbon chain lengths; (‘the product under investigation’).

All interested parties wishing to submit information on the product scope must do so within 10 days of the date of publication of this Notice.

The product allegedly being dumped is the product under investigation, originating in Indonesia (‘the country concerned’), currently classified under CN codes ex 2915 70 40, ex 2915 70 50, ex 2915 90 30, ex 2915 90 70, ex 2916 15 00, 3823 11 00, 3823 12 00, 3823 19 10 and ex 3823 19 90 (TARIC codes: 2915 70 40 95, 2915 70 50 10, 2915 90 30 95, 2915 90 70 95, 2916 15 00 10 and 3823 19 90 95). The list of CN and TARIC codes is given for information only without prejudice to its possible amendment at future steps of the proceeding. The scope of this investigation is subject to the definition of the product under investigation as contained in Section 2.

Indonesia imposed safeguard import duties on apparel and its accessories

Indonesian Trade Security Committee has imposed safeguard duty on import of apparel and its accessories. Minister of Finance Regulation Number 142 of 2021 on the Imposition of Safeguard Duty on the Import of Apparel and Its Accessories (“MOF Regulation 142") became effective on 12 November 2021.
