Canada: Notice of close of record and updated schedule normal value review of Carbon steel fasteners

The Canada Border Services Agency (CBSA) has now closed the record of the normal value review (review) applicable to certain carbon steel fasteners (fasteners) exported to Canada from the Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu (Chinese Taipei) by Jau Yeou Industry Co., Ltd. The review follows a request for re-determination filed by an importer and is part of the CBSA’s enforcement of the Canadian International Trade Tribunal’s (CITT) order issued on September 2, 2020 in Expiry Review No. RR-2019-002, respecting the dumping of fasteners originating in or exported from the People’s Republic of China (China) and the Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu (Chinese Taipei) and the subsidizing of such goods, originating in or exported from China, excluding fasteners specifically designed for application in the automotive or aerospace industry, in accordance with the Special Import Measures Act (SIMA).

Canada: Notice of close of record and updated schedule—expedited review of Upholstered domestic seating

The Canada Border Services Agency (CBSA) has now closed the record of the expedited review of certain upholstered domestic furniture (UDS), exported to Canada by the exporter Kaiser 2 Furniture Industry (Vietnam) Co., Ltd. The updated schedule for this expedited review is now available. Interested parties will now have seven days from the close of the record to file submissions concerning this review.

Canada: Extension of re-investigation of Oil country tubular goods and seamless casing

The Canada Border Services Agency has extended the re-investigations to update the normal values and export prices of certain oil country tubular goods (OCTG) and certain seamless casing originating in or exported from China. The re-investigation has been extended by 28 days due to the large number of exporter responses and surrogate producer responses. The re-investigation will now conclude by March 17, 2023.

Canada: Notice of conclusion of expedited review of Upholstered domestic seating

The Canada Border Services Agency (CBSA) has concluded an expedited review of certain upholstered domestic seating (UDS) exported to Canada by the exporters, Dongguan Advantech Polyurethane Foam Products Co., Ltd. (Dongguan Advantech) and Jiashan Foamtech Furniture Ltd. (Jiashan Foamtech) and their related trading company, Fine Home Limited (Fine Home), and by the exporter, Gold Lion Furniture (Shanghai) Co. Ltd. (Gold Lion), in accordance with the Special Import Measures Act (SIMA). The expedited review initiated on November 29, 2021 and is part of the CBSA’s enforcement of the Canadian International Trade Tribunal’s (CITT) finding of injury issued on September 2, 2021, respecting the dumping and subsidizing of UDS from China and Vietnam. The period of investigation (POI) and the profitability analysis period (PAP) for the expedited review were from October 1, 2020 to October 31, 2021.

Canada: Notice of conclusion of re-investigation of Line pipe 2

The Canada Border Services Agency (CBSA) has concluded a re-investigation of the normal values and export prices of certain carbon and alloy steel line pipe (line pipe) originating in or exported from South Korea, in accordance with the Special Import Measures Act (SIMA). The re-investigation was initiated on July 6, 2022, as part of the CBSA’s ongoing enforcement of the Canadian International Trade Tribunal’s (CITT) order issued on January 4, 2018 in Inquiry No. NQ-2017-002. The Period of Investigation (POI) and the Profitability Analysis Period (PAP) for the re investigation was from July 1, 2021 to June 30, 2022.

India: Seeks to extend levy of ADD on Fishing Net originating in or exported from China PR

The designated authority vide initiation notification No. 7/22/2022-DGTR dated 30th September, 2022, published in the Gazette of India, Extraordinary, Part I, Section 1, dated the 30th September, 2022, has  initiated  review in terms of sub-section (5) of section 9A of the Customs  Tariff Act, 1975 (51 of 1975) (hereinafter referred to as the Customs Tariff Act) read with rule 23 of the Customs Tariff (Identification, Assessment and Collection of Anti-dumping Duty on Dumped Articles and for Determination of Injury) Rules, 1995 (hereinafter referred to as the said rules), in the matter of continuation of anti-dumping duty on imports of “Fishing Net” (hereinafter referred to as the subject goods) falling under  Tariff  Heading 56081110 of the First Schedule to the Customs Tariff Act, originating in or exported from China PR (hereinafter referred to as the subject country), imposed vide notification of the Government of India, in the Ministry of Finance (Department of Revenue) No.20/2018-Customs(ADD), dated 10th April, 2018, published in the Gazette of India,  Extraordinary, Part II, Section 3, Sub-section (i), videnumber G.S.R. 359(E), dated the 10thApril, 2018, and has requested for extension of the said anti-dumping duty in terms of sub-section (5) of section 9A of the Customs Tariff Act.

European Union: imposed a provisional anti-dumping duty on imports of stainless-steel refillable kegs 

EU has imposed a provisional anti-dumping duty on imports of stainless-steel refillable kegs originating in the People’s Republic of China. The product concerned is the product under investigation originating in China, currently falling under CN codes ex 7310 10 00 and ex 7310 29 90 (TARIC codes 7310 10 00 10 and 7310 29 90 10) (‘the product concerned’).

European Union: amending Implementing Regulation (EU) 2017/1993 imposing a definitive anti-dumping duty on imports of certain open mesh fabrics of glass fibres originating 

European Union has amended Regulation (EU) 2017/1993 imposing a definitive anti-dumping duty on imports of certain open mesh fabrics of glass fibres originating in the People’s Republic of China as extended to imports of certain open mesh fabrics of glass fibres consigned from India, Indonesia, Malaysia, Taiwan and Thailand, whether declared as originating in these countries or not. The product under review is open mesh fabrics of glass fibres, of a cell size of more than 1,8 mm both in length and in width and weighing more than 35 g/m2, excluding fibreglass discs, consigned from India, whether declared as originating in India or not, currently falling under CN codes ex 7019 63 00, ex 7019 64 00, ex 7019 65 00, ex 7019 66 00 and ex 7019 69 90 (TARIC codes 7019 63 00 14, 7019 64 00 14, 7019 65 00 14, 7019 66 00 14 and 7019 69 90 14). The CN and TARIC codes are given for information only.

EU confirms duties on dumped imports of aluminium road wheels from Morocco

The Commission has imposed anti-dumping duties on imports of aluminium road wheels originating in Morocco. An investigation found that imports from Morocco were being dumped on the EU market and were harming the EU road wheels manufacturing industry, which employs 17,000 people. The anti-dumping duties, which range from 9% to 17.5%, have been in force provisionally since 15 July 2022. They serve to re-establish fair competitive conditions on the EU market between road wheels imported from Morocco and those domestically produced, thus protecting EU producers from further injury caused by the dumped imports from Morocco.
In addition to the measures on imports from Morocco, the EU also has anti-dumping duties in place on imports of aluminium road wheels from China. An investigation is currently ongoing to determine if those anti-dumping duties should be further extended. The decision will be taken on 19 January 2023.

United States: Final Determinations in the Antidumping and Countervailing Duty Investigations of Barium Chloride from India

On January 3, 2023, the Department of Commerce (Commerce) announced its negative final determination in the antidumping duty (AD) investigation and it affirmative final determination in the countervailing duty (CVD) investigation of barium chloride (HTSUS 2827.39.4500) from India.

On January 3, 2023, the Department of Commerce (Commerce) announced its affirmative final determinations in the antidumping duty (AD) and countervailing duty (CVD) investigations of sodium nitrite (HTSUS 2834.10.1000) from India.

United States: Final Determination in the Antidumping Duty Investigation of Lemon Juice from Brazil and South Africa

On December 20, 2022, the Department of Commerce (Commerce) announced its affirmative final determinations in the antidumping duty (AD) investigations of Lemon Juice (Harmonized Tariff Schedule of the United States (HTSUS) subheadings 2009.31.4000, 2009.31.6020, 2009.31.6040, 2009.39.6020, and 2009.39.6040) from Brazil and South Africa.
