Australia has decided to extend the anti-dumping tariff measures on steel reinforcing bars imported from South Korea and Spain 

Australia will continue to impose anti-dumping duties on the relevant rebar imports. The products covered are hot-rolled deformed steel reinforcing bars (rebar) (whether in coil or straight/bar form) “up to and including 50 mm” diameter, with ribs/grooves, etc. (HS: 7213.10.00, 7214.20.00, 7227.90.10, 7227.90.90, 7228.30.10, 7228.30.90, 7228.60.10). Brazil extends the definitive antidumping duty, for a period of up to five years, applied to Brazilian imports of tableware

Brazil customs authority has extended the definitive antidumping duty, for a period of up to five years, applied to Brazilian imports of tableware, commonly classified under subheadings 6911.10.10, 6911.10.90, 6911.90.00 and 6912.00.00 of the Mercosur Common Nomenclature - NCM, originating from China. Brazil extends the definitive antidumping duty, for a period of up to five years, applied to Brazilian imports of new rubber tires for passenger cars 

Brazil customs authority has extended the definitive antidumping duty, for a period of up to five years, applied to Brazilian imports of new rubber tires for passenger cars originating from Thailand and Chinese Taipei, with immediate suspension after its extension for Chinese Taipei. Source

Brazil extends the definitive antidumping duty applied to Brazilian imports of motorcycle tires

Brazil customs authority has extended the definitive antidumping duty, for a period of up to five years, applied to Brazilian imports of motorcycle tires, commonly classified under subheading 4011.40.00 of the Mercosur Common Nomenclature - NCM, originating from China, Thailand and Vietnam. Source

Canada has decided to extend its anti-dumping tariff measures on hot-rolled carbon steel plate from Brazil, Denmark, Indonesia, Italy, Japan, and South Korea.

The Canadian International Trade Tribunal, pursuant to subsection 76.03(1) of the Special Import Measures Act (SIMA), has conducted an expiry review of the order made on March 13, 2020, in expiry review RR-2019-001, continuing, with amendment, its finding made on May 20, 2014, in inquiry NQ‑2013‑005, which was continued, with amendment, by its order made on September 8, 2022, in review NQ‑2013‑005R, concerning the dumping of hot-rolled carbon steel plate and high-strength low-alloy steel plate, not further manufactured than hot-rolled, heat-treated or not, in cut lengths, in widths from 24 inches (+/-610 mm) to 152 inches (+/-3,860 mm) inclusive, and thicknesses from 0.187 inches (+/-4.75 mm) up to and including 3.0 inches (76.2 mm) (with all dimensions being plus or minus allowable tolerances contained in the applicable standards), but excluding plate for use in the manufacture of pipe and tube (also known as skelp); plate in coil form, plate having a rolled, raised figure at regular intervals on the surface (also known as floor plate), originating in or exported from the Federative Republic of Brazil, the Kingdom of Denmark, the Republic of Indonesia, the Italian Republic, Japan and the Republic of Korea (excluding goods exported from the Republic of Korea by Hyundai Steel Company). Canada has launched an investigation into the extension of anti-dumping tariffs on Oil Country Tubular Goods (Oil Country Tubular Goods) from Taiwan, India, Indonesia, South Korea, Thailand, Turkey, Ukraine, and Vietnam

The Canadian International Trade Tribunal (CITT), pursuant to subsection 76.03(1) of the Special Import Measures Act (SIMA), initiated an expiry review of its order made on December 30, 2020, in Expiry Review No. RR2019-006, concerning the dumping of certain oil country tubular goods originating in or exported from the Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu (Chinese Taipei), India, Indonesia, South Korea, Thailand, Türkiye, Ukraine and Vietnam (subject goods), except for goods exported from South Korea by Hyundai Steel Company, and goods exported from Türkiye by Borusan Mannesmann Boru Sanayi ve Ticaret A.Ş. As a result of the CITT's expiry review, the Canada Border Services Agency (CBSA) has today initiated an expiry review investigation to determine, pursuant to paragraph 76.03(7)(a) of SIMA, whether the expiry of the order is likely to result in the continuation or resumption of dumping of the subject goods. The CBSA will make a determination no later than April 30, 2026, and will issue a Statement of Reasons by May 15, 2026. The EU has launched an investigation into dumping tariffs on welding wire from China (CN: 7229 20 00) (TARIC code: 7229 20 00 10)

The complaint was lodged on 29 October 2025 by ELBOR S.p.a. Electroda Zagreb d.d., Electro Portugal Lda., Hermann Fliess & Co. GmbH, Italfil Spa, Multimet Sp. z o.o., S.I.A.T. Società Italiana Acciai Trafilati S.p.A., and Westfälische Drahtindustrie GmbH (‘the complainants’). The complaint was made by the Union industry of silico-manganese welding wire in the sense of Article 5(4) of the basic Regulation. An open version of the complaint and the analysis of the degree of support by Union producers for the complaint are available in the file for inspection by interested parties. Section 5.6 of this Notice provides information about access to the file for interested parties. The product subject to this investigation is wire of silico-manganese steel with a cross section with a diameter of 0,6 mm to 4 mm, containing by weight not more than 0,2 % of carbon, 0,6 % or more but not more than 1,4 % of silicon, and 0,9 % or more but not more than 1,9 % of manganese, but no other element in a proportion that would give the steel the characteristics of another alloy steel, whether coated with copper or bronze or wax/oil based lubricant or not (‘silico- manganese welding wire’ or ‘the product under investigation’). 3 ). All interested parties wishing to submit information on the product scope must do so within 10 days of the date of publication of this Notice. Source

EU is launching a review of countervailing duties on Chinese electric cars

A Notice of initiation of a partial interim review of the countervailing measures applicable to imports of new battery-electric vehicles intended for the carriage of persons originating in the People's Republic of China has been published. The product under review is new battery-powered electric vehicles, designed primarily to carry up to nine people, including the driver, excluding L-category vehicles in accordance with Regulation (EU) No 168/2013 and motorcycles, powered (irrespective of the number of wheels in motion) by one or more electric motors only, including vehicles with a range extension system powered by an internal combustion engine (auxiliary unit capacity), currently falling within CN code ex 8703 80 10 (TARIC code 8703 80 10 10) and originating in the People's Republic of China. CN codes and TARIC codes are provided for information purposes only, without prejudice to any subsequent reclassification of tariffs. As a general rule, the investigation shall be concluded within 12 months and in any event no later than 15 months from the date of publication of this Notice. The notification does not yet change the duties in force – it is a control procedure that may lead to their maintenance, amendment or repeal. 

EU registers import of cold-rolled steel from five countries

Commission Implementing Regulation (EU) 2025/2432 of 3 December 2025 making imports of certain cold-rolled flat steel products originating in India, Japan, Taiwan, Turkey and Vietnam subject to registration to the collection of anti-dumping duties on imports subject to registration has been published. The product to be registered is flat-rolled products of cast iron or unalloyed steel, or of other alloy steel, but excluding stainless steel, of any width, cold-rolled, unplated, uncoated or coated, not more worked than cold-rolled, with a few exceptions. The product concerned currently falling within CN codes ex 7209 15 00 , 7209 16 90 , 7209 17 90 , 7209 18 91 , ex 7209 18 99 , ex 7209 25 00 , 7209 26 90 , 7209 27 90 , 7209 28 90 , 7211 23 30 , ex 7211 23 80 , ex 7211 29 00 , 7225 50 80 , 7226 92 00 (TARIC codes 7209 15 00 90, 7209 18 99 90, 7209 25 00 90, 7211 23 80 19, 7211 23 80 95, 7211 23 80 99, 7211 29 00 19, 7211 29 00 99). CN and TARIC codes are provided for information purposes only and without prejudice to any subsequent reclassification of tariffs. The aim is to allow for the collection of anti-dumping duties on the imports covered by the registration if dumping is found in the course of the proceeding. The regulation is a provisional measure – it does not yet impose duties, but safeguards the possibility of their subsequent application. The obligation to register expires nine months after the date of entry into force of this Regulation. The regulation enters into force on 5 December 2025 and is directly applicable in all Member States. Source

EU registers imports of spunbond PET nonwovens from China

Commission Implementing Regulation (EU) 2025/2409 of 1 December 2025 making imports of spunbond non-woven fabrics originating in the People's Republic of China subject to registration has been published. The product to be registered is certain sheets of needle-punched non-woven fabric of polyester fibres, whether or not reinforced with glass fibre, of a surface weight exceeding 70 g/m2, of a thickness exceeding 0,5 mm but not exceeding 1,8 mm, impregnated with one or more binders, containing less than 30 % by weight of glass, uncoated or coated, currently falling within CN codes ex 5603 13 90 , 5603 14 20 and ex 5603 14 80 (TARIC codes 5603 13 90 70 and 5603 14 80 70). The registration covers all consignments of this product placed on the EU market since the date of entry into force of the regulation. The aim is to allow the collection of anti-dumping duties on the imports covered by the registration if dumping is found in the course of the investigation. The registration of imports is a temporary measure that does not yet impose customs duties, but safeguards the possibility of their subsequent collection. The regulation enters into force on 3 December 2025 and is directly applicable in all Member States. Source

European Commission is initiating an anti-dumping proceeding against silicon-manganese wires from China

Notice of Initiation of an Anti-Dumping Proceeding with regard to imports of certain silicon manganese steel wires originating in the People's Republic of China has been published. The product alleged of dumping is the product under investigation, originating in the People's Republic of China, currently falling under CN code (ex) 7229 20 00 (TARIC code 7229 20 00 10). CN and TARIC codes are provided for information purposes only and without prejudice to any subsequent reclassification of tariffs. The investigation of dumping and injury will cover the period from 1 October 2024 to 30 September 2025. The investigation will be closed within a period of one year in principle, but no more than 14 months from the date of publication of this Notice. Source

EC maintains countervailing duties on glass fibres from China

Commission Implementing Regulation (EU) 2025/2328 of 24 November 2025 amending Implementing Regulation (EU) 2021/328 imposing a definitive countervailing duty on imports of certain continuous glass fibre products originating in the People's Republic of China following a partial interim review, limited to the examination of injury, has been published. The product concerned concerns staple glass fibre yarns of a length not exceeding 50 mm; glass fibre rovings, excluding glass fibre rovings which are impregnated and coated and whose roasting losses are more than 3 % (in accordance with ISO 1887); and continuous glass fibre mats, excluding glass wool mats, currently falling within CN codes 7019 11 00 , ex 7019 12 00 , 7019 14 00 and 7019 15 00 (TARIC codes 7019 12 00 22, 7019 12 00 25, 7019 12 00 26, 7019 12 00 39). CN codes and TARIC codes are provided for information purposes only, without prejudice to any subsequent reclassification of tariffs. The product under review is the raw material most commonly used for the reinforcement of thermoplastic and thermosetting resins in the composite materials industry. The rates of the definitive countervailing duty, expressed in CIF Union frontier prices duty unduty, vary for different producers and range from 5,8 % to 10,2 %. The regulation enters into force on 26 November 2025 and is directly applicable in all Member States.

EU: Anti-dumping duties on ironing boards from China

Commission Implementing Regulation (EU) 2025/2386 of 27 November 2025 imposing a definitive anti-dumping duty on imports of ironing boards originating in the People's Republic of China has been published. The product under investigation is the product under review originating in the PRC currently falling within CN codes ex 3924 90 00 , ex 4421 99 99 , ex 7323 93 00 , ex 7323 99 00 , ex 8516 79 70 and ex 8516 90 00 (TARIC codes 3924 90 00 10, 4421 99 99 10, 7323 93 00 10, 7323 99 00 10, 8516 79 70 10 and 8516 90 00 51). The rates of the definitive anti-dumping duty applicable to the net Union frontier price, duty unpaid, vary for different producers and range from 18,1 % to 42,3 %. The regulation enters into force on 29 November 2025 and is directly applicable in all Member States.

India: Collection of anti-dumping duty on imports of titanium dioxide originating in or exported from China PR

The Central Board of Indirect Taxes and Customs (CBIC) issued Instruction No. 33/2025 following a judgment of the Calcutta High Court dated 22 September 2025 in India Paint Association v. Union of India & Others. The High Court quashed Notification No. 12/2025-Customs (ADD) dated 10 May 2025, which had imposed anti-dumping duty on titanium dioxide imported from or originating in China PR. In response, CBIC has directed all Principal Chief Commissioners, Chief Commissioners, Commissioners, and Directorates under its jurisdiction to immediately stop the collection of this anti-dumping duty. The instruction clarifies that, in light of the court’s order, no further anti-dumping duty should be levied on such imports. All field formations are required to implement the directive without delay. Source

Taiwan Customs (Customs Administration under the Ministry of Finance) updated anti-dumping duties on certain products originating in or imported from China

Taiwan has imposed anti-dumping duties on certain flat hot-rolled steel products originating in or imported from China. This duty was announced on November 27, 2025 and is retroactive to July 3, 2025, with a five-year duration.

The United States has launched an investigation into the anti-dumping tariffs on forged steel fittings from India and South Korea, as well as the extension of countervailing duties on forged steel fittings from India. The United States has initiated an investigation into the extension of anti-dumping tariffs on non-oriented electrical steel from China, Germany, Japan, South Korea, Sweden, and Taiwan, as well as countervailing duties on non-oriented electrical steel from China and Taiwan (HTS: 7225.19.00.00, 7225.50.80.85, 7225.99.00.90, 7226.19.10.00, 7226.19.90.00, 7226.92.50.00, 7226.92.70.50, 7226.92.80.50, 7226.99.01.80). The United States has made final decisions regarding anti-dumping duties and countervailing duties on Chinese-made slag pots On the basis of the record developed in the subject investigations, the United States International Trade Commission (“Commission”) determines, pursuant to the Tariff Act of 1930 (“the Act”), that an industry in the United States is materially injured by reason of imports of slag pots from China, provided for in subheadings 7309.00.00 and 8454.20.00 of the Harmonized Tariff Schedule of the United States, that have been found by the U.S. Department of Commerce (“Commerce”) to be sold in the United States at less than fair value (“LTFV”),  and subsidized by the government of China.
