Canada: Notice of initiation of expiry review investigation-Hot-rolled carbon steel plate 7 (PLA7 2025 ER)
On February 10, 2025, the Canadian International Trade Tribunal (CITT), pursuant to subsection 76.03(1) of the Special Import Measures Act (SIMA), initiated an expiry review of its order made on March 13, 2020 in Expiry Review No. RR-2019-001, concerning the dumping of hot rolled carbon steel plate originating in or exported from Brazil, Denmark, Indonesia, Italy, Japan, and South Korea.
As a result of the CITT’s expiry review, the Canada Border Services Agency (CBSA) has initiated an expiry review investigation to determine, pursuant to paragraph 76.03(7)(a) of SIMA, whether the expiry of the order is likely to result in the continuation or resumption of dumping of the subject goods. The CBSA will make a determination no later than July 10, 2025, and will issue a Statement of Reasons by July 25, 2025.
China imposed anti-dumping on imports of ortho dichlorobenzene and polyformaldehyde copolymer
China Customs has updated its import control by imposing anti-dumping measures on imports of ortho dichlorobenzene (classified under tariff chapter 29) and polyformaldehyde copolymer (classified under tariff chapter 39) originating in the United States, the European Union, Taiwan, and Japan.
European Union: Commission acts against dumped imports of erythritol from China
European Commission has imposed definitive anti-dumping duties on imports of the sweetener erythritol from China. The measures were taken to ensure a level playing field for EU industry, which was threatened with definitive closure. A preceding investigation showed that dumped imports from China were seriously injuring the Union industry, which sustained double-digit losses and was forced to halt its erythritol production towards the end of 2022. The EU market is worth €30 million annually. In the absence of swift and adequate measures, the situation of the Union industry would have continued to deteriorate and may have led to a definitive closure. The anti-dumping duties imposed today range from 34.4% to 233.3% and will also be collected retroactively, as of 7 June 2024, at the level of provisional duties that were imposed on 19 July 2024.
European Union: Definitive anti-dumping duty on imports of electric bicycles from China
Commission Implementing Regulation (EU) 2025/120 has imposed a definitive anti-dumping duty on imports of electric bicycles originating in the People's Republic of China following an expiry review has been released. The product under review is the same as in the original investigation, i.e. pedal-assist bicycles fitted with an auxiliary electric motor, currently falling within CN codes 8711 60 10 and ex 8711 60 90 (TARIC code 8711 60 90 10). The rate of the definitive countervailing duty applicable to the net, free-at-Union-frontier price, before duty, ranges (depending on the company) from 9.9% to 70.1%. European Union: Definitive anti-dumping duty on imports of lever arch mechanisms from China
Commission Implementing Regulation (EU) 2025/100 has imposed a definitive anti-dumping duty on imports of lever arch mechanisms originating in the People's Republic of China following an expiry review has been released. The product under review is the same as in the original investigation and the previous expiry review, namely lever arch mechanisms typically used for filing sheets of paper and other documents in binders or binders. These lever arch mechanisms consist of arched sturdy metal elements (normally two) fixed on a board and having at least one opening trigger that permits inserting and filing of sheets and other documents, currently classifiable within CN code ex 8305 10 00 (TARIC code 8305 10 00 50). The rate of the definitive countervailing duty applicable to the net, free-at-Union-frontier price, before duty, shall be (depending on the company) 27.1% to 47.4%. European Union: Commission counters dumped polyvinyl chloride from USA and Egypt
European Commission has imposed definitive anti-dumping duties on imports of polyvinyl chloride (PVC) from Egypt and the USA. The measures follow an anti-dumping investigation which showed that dumped imports from Egypt and the USA were harming the EU industry, which was losing significant market share to the dumped imports. The investigation also showed that, without such measures, the situation of the Union industry would most likely continue to deteriorate and could lead to plant closures in the Union. The Union industry currently directly employs 4,000 people across seven Member States.
The anti-dumping duties imposed range from 74.2 % to 100.1% for imports from Egypt and from 58% to 77% for imports from the USA. Polyvinyl chloride, known as PVC or vinyl, is a thermoplastic polymer used in the manufacturing of various products including pipes and fittings, films and foils, injection moulding and blow moulding, for example in the construction industry. The EU market for PVC is worth EUR 3,5 billion.
European Union: Making imports of screws without heads originating in the People’s Republic of China subject to registration
The product subject to registration (‘the product concerned’) is screws and bolts, whether or not with their nuts and washers, without heads, of iron or steel other than stainless steel, regardless of tensile strength, excluding coach screws and other wood screws, screw hooks and screw rings, self-tapping screws, and screws and bolts for fixing railway track construction material, currently classified under CN codes 7318 15 42 and 7318 15 48 and originating in the People’s Republic of China (‘the product under investigation’).
European Commission moves to protect EU mobile access equipment industry from dumped imports
European Commission has imposed definitive anti-dumping measures on imports of mobile access equipment (MAE) from China. The duties imposed range from 20.6% to 54.9% and are necessary to mitigate the effects of unfair trading practices on an EU industry employing over 3,000 people across eight EU Member States. The imposition of these measures follows an anti-dumping investigation which found that dumping was causing significant harm to producers of mobile access equipment in the EU. Despite good market conditions and increased demand in recent years, the EU industry has lost significant market share due to dumped imports from China. MAEs are widely used in the construction sector across the EU, as well as to lift workers carrying out important interventions at height, such as the installation of electrical or telecoms equipment. Annual sales of MAEs in the EU amount to €1 billion, underscoring the importance of this industry to the EU economy.
EU acts to counter dumping of titanium dioxide from China
European Commission has imposed definitive anti-dumping duties on titanium dioxide (TiO2) from China. The measures follow an anti-dumping investigation which showed that imports of titanium dioxide from China had been dumped on the EU market and were causing damage to the EU industry, which employs almost 5,000 people across the Union. The duties – which range from 0,25 Euro/kg to 0,74 Euro/kg – strike a fair balance between the need to protect the EU TiO2 industry from injurious dumping and the interests of TiO2 users in the Union, which depend on the compound as a raw material for their production processes. In July 2024, the Commission imposed provisional ad valorem anti-dumping duties on TiO2 from China, but adjusted the type and level of duties in response to comments from European users of TiO2. An exemption from duties was also granted for imports of graphic TiO2 used in the production of printing inks, thereby aiming to further alleviate the effect of duties on European downstream companies.
Titanium dioxide is widely used as a white pigment in a variety of products and industries including coatings, paints, plastics, and paper laminates used in furniture.

The Trade Remedies Authority (TRA) have recommended to extend the anti-dumping duty and countervailing duty on folding e-bikes from China.
