Australia has launched an investigation into whether the production in or import via a third country of 2,4-dichlorophenoxyacetic acid from China constitutes circumvention in relation to the anti-dumping tariffs imposed on the product
Public notice under section 269ZDBE (4) of the Customs Act 1901 I, David Latina, the Commissioner of the Anti-Dumping Commission, have initiated an anti-circumvention inquiry in relation to 2,4-Dichlorophenoxyacetic acid (2,4-D, or the goods) exported to Australia from the People’s Republic of China (China). This follows an application made under section 269ZDBC of the Customs Act 1901 (the Act) by Nufarm Limited (Nufarm), a producer of like goods in Australia. Nufarm claims that a circumvention activity has occurred involving:
- assembly of the goods in a third country within the meaning of section 269ZDBB (3) of the Act, and/or
- export of the goods through one or more third countries within the meaning of section 269ZDBB(4) of the Act.
A non-confidential version of the application, which contains the basis of the alleged circumvention activity, is available on the public record.1 In accordance with sections 269ZDBEand section 269ZDBE, I have decided to initiate the inquiry on the basis of being satisfied of the following: the application complies with section 269ZDBD, and there appear to be reasonable grounds for asserting that one or more circumvention activities in relation to the original notices have occurred. Anti-dumping measures were initially imposed on 24 March 2003 by the then Minister for Justice and Customs following consideration of Trade Measures Report No 58 (REP 58). These measures are applicable to all exporters from China. Importers of the goods are required to pay interim dumping duty (IDD) at ad valorem rates ranging from 22.3% to 35.3% depending on the exporter.2 Table 1 sets out the current measures applying to exports of the goods to Australia. Canada has made final decisions regarding anti-dumping duties on steel strapping from China and Turkey and countervailing duties on steel strapping from China.
The Canadian International Trade Tribunal, pursuant to the provisions of section 42 of the Special Import Measures Act (SIMA), has conducted an inquiry to determine whether the dumping of steel strapping, of carbon or alloy steel, with or without seals, whether or not in coils, whether or not punched, whether or not waxed, regardless of surface finish (including whether or not coated, painted, galvanized or “blued”), with a nominal width of 9.5 mm (3/8”) to 50.8 mm (2”) inclusive, and a nominal thickness of 0.38 mm (0.015”) to 1.12 mm (0.044”) inclusive (with all dimensions being plus or minus allowable tolerances), originating in or exported from the People’s Republic of China (China), the Republic of Korea (South Korea), the Republic of Türkiye (Türkiye) and the Socialist Republic of Vietnam (Vietnam), and the subsidizing of the above-mentioned goods originating in or exported from China, have caused injury or retardation or are threatening to cause injury, as these words are defined in SIMA, and to determine such other matters as the Tribunal is required to determine under that section. On December 15, 2025, the President of the Canada Border Services Agency (CBSA), pursuant to paragraph 41(1)(a) of SIMA, terminated its dumping investigation in respect to the above-mentioned goods exported to Canada from South Korea by Sam Hwan Steel Co., Ltd and from Vietnam by Sam Hwan Vina Co., Ltd., as the goods were not dumped. The Canada Border Services Agency (CBSA) initiated investigations on January 9, 2026, under the Special Import Measures Act, respecting the alleged injurious dumping and subsidizing of forged grinding media originating in or exported from the People’s Republic of China. The investigations follow a complaint filed by Moly-Cop Canada, Kamloops, British Columbia. The subject goods are usually imported under the following tariff classification number:7326.11.00.00. China has made final decisions on safeguards for meat of bovine animals
In accordance with the provisions of the Safeguard Measures Regulations of the People's Republic of China (hereinafter referred to as the Safeguard Measures Regulations), on December 27 , 2024 , the Ministry of Commerce (hereinafter referred to as the investigating authority) issued Announcement No. 60 of 2024 , deciding to initiate a safeguard investigation into imported beef (hereinafter referred to as the investigated product). The investigating authorities investigated whether the import volume of the investigated products increased, whether it caused damage to domestic industries and the extent of such damage, as well as the causal relationship between the increase in import volume and the damage. The investigated products are beef products made from live cattle (Bos genus) after slaughter and processing, including fresh, chilled or frozen whole and half head beef, bone-in beef and boneless beef. EU: Maintenance of anti-dumping duties on persulphates from China
Commission Implementing Regulation (EU) 2026/99 of 15 January 2026 imposing a definitive anti-dumping duty on imports of peroxysulphates (persulphates) originating in the People's Republic of China following an expiry review of the measures, was published. The product subject to the anti-dumping duty is peroxysulphates (persulphates), including potassium peroxyosulphate sulphate, currently falling within CN codes 2833 40 00 and ex 2842 90 80 (TARIC code 2842 90 80 20). Persulfates are mainly used as initiators of polymerization reactions in polymer production for a wide variety of applications. Another important area of application is surface preparation, especially as a means of etching printed circuit boards. The rate of the definitive anti-dumping duty applicable to the net Union frontier price, duty unpaid, varies for different producers and ranges from 24,5 % to 71,8 %. The regulation enters into force on 17 January 2026 and is directly applicable in all Member States.
EU: Definitive anti-dumping duty on molten alumina from China
Commission Implementing Regulation (EU) 2026/114 of 15 January 2026 imposing a definitive anti-dumping duty on imports of molten alumina from China and ordering the definitive collection of the provisional duty has been published. At the same time, a duty-free tariff rate quota has been established – imports under it are not subject to anti-dumping duties. The Regulation imposes a definitive anti-dumping duty on imports of molten alumina, currently falling within CN codes 2818 10 11, 2818 10 19, ex 2818 10 91 and 2818 10 99 (TARIC codes 2818 10 91 20, 2818 10 91 40, 2818 10 91 91, 2818 10 91 99) originating in the People's Republic of China. The anti-dumping duty does not apply to imports under the duty-free tariff rate quota. The duty-free tariff rate quota shall be allocated on a first-come, first-served basis, based on a tariff rate quota set equally for each quarter of the duty period, as set out in Annex II. The rate of the definitive anti-dumping duty applicable to the net Union frontier price, duty unpaid, varies for different producers and ranges from 88,7 % to 110,6 %. The regulation enters into force on 17 January 2026 and is directly applicable in all Member States.
EU Commission acts against unfairly traded imports of fused alumina
The Commission imposed anti-dumping duties on imports into the EU of fused alumina from the People’s Republic of China. The definitive anti-dumping duties imposed range from 88.7% to 110.6%. Alongside these duties, the Commission introduced a duty-free tariff rate quota that allows a limited volume of Chinese imports to enter the EU without duties. All imports beyond that quota are subject to anti-dumping duties, which will apply for an initial period of five years.
