Canada has launched an investigation into alleged anti-dumping duties on wheat gluten from Italy, Poland, and the United Kingdom

The Canada Border Services Agency (CBSA) initiated an investigation on June 19, 2026, under the Special Import Measures Act, respecting the alleged injurious dumping of wheat gluten originating in or exported from Italy, Poland and the United Kingdom. The investigation follows a complaint filed by ADM Agri-Industries Co.

The subject goods are usually imported under the following tariff classification numbers: 1109.00.10.00 and 1109.00.20.00

These tariff classification numbers may include non-subject goods, and subject goods may also fall under additional tariff classification numbers. Source

European Commission launches an investigation into Chinese steel shelving

The European Commission has officially initiated anti-dumping proceedings concerning imports of bolted and boltless steel shelving originating in the People’s Republic of China, currently falling under CN codes ex 9403 20 80 (TARIC code 9403 20 80 20) and ex 9403 99 10 (TARIC code 9403 99 10 20). The CN and TARIC codes are given for information purposes only and are without prejudice to any subsequent amendment of the tariff classification. The proceeding follows a complaint lodged by the European Metal Shelving Manufacturers Defence Committee, representing EU producers. As part of the investigation, the Commission may decide to register imports, which would enable the retroactive collection of duties. ICT companies and data centre operators designing or upgrading their server rooms and e-commerce logistics facilities should closely monitor this trend, as the possible imposition of duties will increase the costs of passive technical infrastructure. Any announcement of import registration should prompt procurement departments to review their capital expenditure (CAPEX) calculations and diversify their suppliers of assembly components. The notice came into force on 10 June 2026.

European Commission is launching an investigation into Chinese copolyesters

The European Commission has officially initiated an anti-dumping proceeding concerning imports of certain aliphatic-aromatic copolyesters, namely PBAT (butylene poly(adipate-co-terephthalate)) and PBSeT (poly(butylene co-terephthalate sebiscinate)) originating in the People's Republic of China, currently falling under CN code (ex) 3907 99 80 (TARIC codes 3907 99 80 50). CN and TARIC codes are provided for information purposes only and without prejudice to any subsequent reclassification of tariffs. The proceedings are the result of a complaint filed by BASF, representing the EU producers. As part of the investigation, the Commission may decide to register imports, which will allow for the possible retroactive collection of duties. ICT companies using advanced process chemistry in the production of semiconductors or printed circuit boards should closely follow this trend, as the Commission is consistently extending protection to other segments of the value chains of polymers and chemical raw materials originating in China.

European Commission is launching an investigation into imports of steel mesh from China and Turkey

The European Commission has initiated an anti-dumping proceeding concerning imports of welded steel mesh originating in the People's Republic of China and Turkey. The investigation covers intersecting gratings, meshes, fabrics and fences welded at intersections, made of plain wire, currently classified under CN codes 7314 20 90, 7314 31 00 and 7314 39 00. CN codes are given for information purposes only and without prejudice to any subsequent change in tariff classification. In addition, the issue of distortions in trade in raw materials (wire rod) in China was raised, which may affect the subsequent calculation of possible duties. Steel meshes and fences are widely used to secure base stations (BTS), telecommunications masts and data center areas. Steel gratings and mesh elements are used in cable routing systems and technical security inside the server room. The Commission plans to register imports of the product under investigation, which allows for the possibility of retroactive collection of duties in case definitive measures are imposed.

EU: Definitive anti-dumping duties on fiberglass from China and Egypt

The European Commission has published Implementing Regulation (EU) 2026/1203 imposing a definitive anti-dumping duty on imports of certain woven or stitched glass fibre materials, currently falling within CN codes ex 7019 61 00, ex 7019 62 00, ex 7019 63 00, ex 7019 64 00, ex 7019 65 00, ex 7019 66 00, ex 7019 69 00, ex 7019 90 00 (TARIC codes: 7019 61 00 81, 7019 61 00 84, 7019 62 00 81, 7019 62 00 84, 7019 63 00 81, 7019 63 00 84, 7019 64 00 81, 7019 64 00 84, 7019 65 00 81, 7019 65 00 84, 7019 66 00 81, 7019 66 00 84, 7019 69 00 81, 7019 69 00 84, 7019 90 00 81 and 7019 90 00 84). The rates of the definitive anti-dumping duty applicable to the net Union frontier price, duty unpaid, are different for different companies and range from 34,0 % to 69,0 % for the companies of the People's Republic of China, while the rate is 33,1 % for the companies of the Arab Republic of Egypt . The same customs duties (Chinese and Egyptian respectively) have been extended to imports from Morocco and Turkey, as well as to direct deliveries to offshore installations, as a result of anti-circumvention. For the electronics and ICT sector, this regulation is important, as GFF is also an insulating and structural component in the production of laminates for e.g. printed circuit boards (PCBs) and advanced telecommunications infrastructure covers, wind turbine rotor blades, in the production of boats, trucks and sports equipment, as well as in pipeline renovation systems. The maintenance and expansion of tariff barriers means that EU electronic equipment manufacturers need to constantly monitor their sub-supplier base and review costs in the composites supply chain. Logistics and purchasing departments in technology companies should automate the verification of additional TARIC codes assigned to suppliers to avoid the risk of unexpected charges of the highest tariffs. The regulation enters into force on 10 June 2026 and is directly applicable in all Member States.

European Commission is subjecting imports of copper tubes from China, Mexico, Vietnam and Uzbekistan

The European Commission has issued Implementing Regulation (EU) 2026/1161, which imposes an obligation to register imports of tubes and pipes of refined copper (in coils, currently classified under TARIC code 7411 10 90 10) originating in China, Mexico, Vietnam and Uzbekistan. This measure is intended to enable the retroactive collection of anti-dumping duties should the investigation find that the imported products are being sold at dumped prices and are causing injury to the EU industry. Refined copper is an essential raw material in the production of advanced electronics. Companies building their own supply chains or importing components from Asia should monitor this proceeding, as it may force a change in procurement strategies or the renegotiation of contracts with suppliers in the event of a drastic price increase. The dumping margins estimated in the complaint (ranging from 5% to as much as 35%) suggest that, should the allegations be confirmed, the price of copper tubes originating from the countries in question could rise significantly. Companies in the electronics sector should already be exploring supplier diversification to avoid a potential price shock in early 2027. The registration obligation expires nine months after the entry into force of the regulation. The regulation enters into force on 27 May 2026 and is directly applicable in all Member States.

India has launched an investigation into alleged anti-dumping duties on dialyzers from China and Malaysia. (HS:9018 90 31)

The product under consideration in the present application is “Dialyzers”. Dialyzer is a disposable medical device used in haemodialysis treatment. A dialyzer acts as an artificial kidney and performs the critical function of removing waste substances such as urea and creatinine, excess fluid, and toxins from a patient’s blood. It is a life-saving medical consumable and forms an indispensable part of the haemodialysis system. It is an essential component of a dialysis machine and facilitates the process of blood purification during dialysis treatment. The dialyzer works on the principle of diffusion and filtration through a semi-permeable hollow fibre membrane, whereby impurities in the blood pass into the dialysate are retained while blood cells and essential components are passed through the membrane. Dialyzers are available in different membrane surface areas and are also classified on the basis of membrane flux. 5. Dialyzers manufactured and exported by Fresenius bearing brand names as, F6 HPS, F7 HPS, FX5, FX8, FX10, FX60, FX80, HF60, HF80, are excluded from the 6/19/2026-DGTR I/131876/2026 scope of the investigation.

India has launched an investigation into alleged anti-dumping duties on Hot Rolled Flat Products of Alloy or Non-Alloy Steel from China, Japan, and Russia (HS: 7208, 7211, 7225, 7226).

The product under consideration (“PUC”) in the present investigation is “Hot Rolled flat products of alloy or non-alloy steel, not clad, plated or coated, of a thickness upto 25 mm and width upto 2100 mm”. The PUC covers products which are not further worked than hot-rolled and are flat products of alloy or non-alloy steel, in prime or non-prime condition having ‘as-rolled’ edge or ‘trimmed’ edge or ‘slit’ edge or ‘milled’ edge or ‘sheared’ edge or ‘laser-cut’ edge or ‘gas-cut’ edge or any other type of edges. These products may be pickled or nonpickled (with or without skin-pass or tempering), slit or non-slit, normalized or un6/26/2026-DGTR I/131874/2026 normalized, ultra-sonically tested or untested, oiled or non-oiled etc. These products may be ‘as-rolled’ or ‘thermo-mechanically rolled’ or ‘thermo-mechanically controlled rolled’ or ‘controlled rolled’ or ‘normalized rolled’ or ‘normalized’ or subject to any other similar process. These products may have been subjected to various processing steps like pickling, oiling, rewinding, recoiling, temper rolling, heat treatment, etc. These products may be sand blasted or shot blasted or subjected to similar processes. The PUC covers hot-rolled flat products in coils and cut to length.

The product under consideration is used in automotive, oil and gas line pipes/exploration, cold rolled steel products, pipe manufacturing, general engineering & fabrication, construction, capital goods, process equipment for cement, fertilizer, refineries, earth-moving etc. 6. The product under consideration is classified under Custom Tariff Headings 7208, 7211, 7225 and 7226. The customs classification is indicative only and is in no way binding on the scope of the present investigation.
