Australia has decided to extend the anti-dumping tariff measures on steel reinforcing bars imported from South Korea and Spain

As of 20 November 2025, Australia will continue to impose anti-dumping duties on the relevant rebar imports. The products covered are hot-rolled deformed steel reinforcing bars (rebar) (whether in coil or straight/bar form) “up to and including 50 mm” diameter, with ribs/grooves, etc. (HS: 7213.10.00, 7214.20.00, 7227.90.10, 7227.90.90, 7228.30.10, 7228.30.90, 7228.60.10). Canada: Notice of initiation of administrative review: Upholstered Domestic Seating (UDS 2025 UP1)

The Canada Border Services Agency (CBSA) has initiated an administrative review (review) to update normal values, export prices and amounts of subsidy applicable to certain upholstered domestic seating (UDS) originating in the People’s Republic of China (China) and the Socialist Republic of Vietnam (Vietnam), and exported from the United States by Ashley Furniture Industries LLC (Ashley Furniture). The CBSA will be reviewing the exporter above, as well as related companies and any unrelated producers or trading companies that are involved in the production and sale of subject UDS to Canada through the above exporter. Ashley Furniture will be instructed to forward a dumping and a subsidy request for information (RFI) to any relevant parties. Source

The EU has launched an investigation into countervailing duties on lightweight thermal paper from China

The product subject to this investigation is lightweight thermal paper (LWTP), defined as thermal paper having a basis weight of 65 g/m or less, which is sold on rolls of a width of 20 cm or more, weighing 50 kg or more (including paper) and with a diameter of 40 cm or more (‘jumbo rolls’); with or without base coat on one or both sides; with a physical or chemical thermo-sensitive layer (i.e., a layer that reveals an image when heat is applied) on one or both sides; and with or without top coat (‘the product under investigation’). Products are classified under tariff HS codes : 4809 90 00, 4811 90 00, 4816 90 00, 4823 90 85) (TARIC Code: 4809 90 00 10, 4811 90 00 10, 4816 90 00 10 and 4823 90 85 20. Source

The EU has launched an investigation into countervailing duties on passenger car and light lorry tires from China

The product subject to this investigation are new pneumatic tyres, of rubber, of a kind used: on motor cars (including station wagons and racing cars) and on buses or lorries with a load index not exceeding 121 (‘the product under investigation’). 3 ). All interested parties wishing to submit information on the product scope must do so within 10 days of the date of publication of this Notice. Products are classified under tariff HS codes 4011 10 00, 4011 20 10. Source

EU Commission imposes definitive safeguard measures on certain ferroalloys

On November 18, 2025, the European Union (EU) Commission imposed definitive safeguard measures on certain ferroalloys consisting of country- specific tariff rate quotas (TRQs) by product type, limiting the volume of imports to enter the EU duty-free. Imports exceeding these quota volumes may enter duty- free if their price exceeds the established threshold. For imports priced below the established threshold the applicable duty will be the equivalent to the difference between the net free-at-Union-frontier price and the established price threshold for each type of product. The safeguard measures apply to all third countries including Norway and Iceland which are part of the European Economic Area. The measures are applicable from November 19th, 2025. The measures will be in place for a period of three years, expiring on 17 November 2028. The Regulation opens special tariff rate quotas for imports into the Union of ferroalloys falling within CN codes (7202 11 , 7202 19 , 7202 21 , 7202 29 , 7202 30 , 7202 99 30.

The EU has made its final decision on anti-dumping tariffs on hardwood plywood from China

EU has imposed a definitive anti-dumping duty and definitively collecting the provisional duty imposed on imports of hardwood plywood originating in the People’s Republic of China. Products are classified under the tariff HS codes: 4412 31 10, 4412 31 90, 4412 33 10, 4412 33 10, 4412 33 20, 4412 33 30, 4412 33 90, 4412 34 00) (TARIC Code: 4412 31 10 80, 4412 31 90 00, 4412 33 10 12, 4412 33 10 22, 4412 33 10 82, 4412 33 20 10, 4412 33 30 10, 4412 33 90 10 and 4412 34 00 10. The EU has launched an investigation into anti-dumping tariffs on Chinese-made robot lawn mowers (CN: 8433 11 10) (TARIC code: 8433 11 10 10).

EU has published notice of initiation of an anti-dumping proceeding concerning imports of robot lawn mowers originating in the People’s Republic of China. The product subject to this investigation is electric robot mowers, capable of cutting grass (for example, in lawns, parks and sports grounds), without direct human control, whether or not including the secondary equipment necessary to their functioning (a charging station and, in most cases, ancillary materials or equipment necessary for the proper navigation of the robot lawn mower, e.g., a boundary wire or a wireless alternative thereto) (‘the product under investigation’). All interested parties wishing to submit information on the product scope must do so within 10 days of the date of publication of this Notice. Source

The EU has decided to impose provisional anti-dumping tariffs on phosphorous acid from China

The EU has imposed a provisional anti-dumping duty on imports of phosphorous acid originating in the People’s Republic of China. Products are classified under tariff code 2811 19 80 60. Source

India has decided to impose provisional measures against anti-dumping duties on low ash metallurgical coke from Australia, China, Colombia, Indonesia, Japan and Russia

India’s DGTR (Directorate General of Trade Remedies) has provisionally recommended anti-dumping duties on low-ash metallurgical coke (defined as ash content below 18%, excluding certain ultra-low phosphorus grades).  The HS codes under consideration are 2704.0010, 2704.0020, 2704.0030, 2704.0090, per DGTR. India has launched an investigation into the dumping tariffs on Polyester Textured Yarn from China (HS: 5402 33 00).

India’s Directorate General of Trade Remedies (DGTR) has launched an anti-dumping investigation into Polyester Textured Yarn (PTY) imports from China. The application for this investigation was filed by Reliance Industries and Wellknown Polyester, supported by other domestic producers including Filatex India, Indorama Synthetics, Garden Silk Mills, and Sanathan Textiles. India to impose ADD on “Liquid Epoxy Resins”

India customs authority seeks to impose ADD on “Liquid Epoxy Resins” falling under tariff item 3907 30 10 and 3907 30 90 when imported from China PR, Korea RP, Saudi Arabia, Taiwan and Thailand for a period of 5 years from date of notification. Source

United Kingdom: TRA recommendation to impose duties on Chinese biodiesel accepted

On the 24 November 2025, the Secretary of State accepted the Trade Remedies Authority’s final recommendation to apply a new anti-dumping duty on imports of biodiesel from China. The TRA found that Chinese biodiesel has been dumped in the UK at unfairly low prices, causing material injury to UK producers, including Argent Energy and Olleco.

Following its analysis of the evidence and responses from interested parties to the Statement of Essential Facts, the TRA has confirmed that the application of an anti-dumping measure is in the UK’s economic interest and made a final recommendation to apply duties. These duties will help ensure fair competition for UK producers while maintaining a level playing field in the renewable fuel market.

The measures recommended by the TRA are ad valorem duties of:

  • 14.79% for the Zhuoyue Group and non-sampled cooperating exporters
  • 54.64% for all other exporters

These duties will apply to imports of biodiesel, including fatty-acid mono-alkylesters (FAME) or paraffinic gasoils obtained from synthesis or hydrotreatment of non-fossil origin (HVO) in pure form or as included in a blend, excluding sustainable aviation fuel, in pure form or as included in a blend. The duties will come into effect from Tuesday 25 November 2025. Source
