Australia has launched an investigation into anti-dumping and countervailing duties on certain flat rolled steel products from China

Commissioner of the Anti-Dumping Commission (the Commissioner), have initiated an investigation following an application lodged by BlueScope Steel Limited (the Applicant), a manufacturer of certain flat rolled steel products (the goods) in Australia.  The application seeks the publication of a dumping duty notice in respect to the goods exported to Australia from the People’s Republic of China (China) and Republic of Korea (Korea), and a countervailing duty notice in respect to the goods exported to Australia from China.

The goods, being the subject of the application (the goods) are:  Flat rolled products, of non-alloy or other alloy steel (excluding stainless steel, silicon-electrical steel, tool steel, and high-speed steel), not clad, plated, or coated, not in coils, with a thickness equal to or greater than  4.75 millimetres, of widths greater than or equal to 600 millimetres, with or without patterns in relief.  The goods are generally, but not exclusively, classified to the following tariff classifications in Schedule 3 to the Customs Tariff Act 1995:

  • 7208.40.00 (statistical code 39);
  • 7208.51.00 (statistical code 40);
  • 7208.52.00 (statistical code 41);
  • 7208.90.00 (statistical code 30);
  • 7225.40.00 (statistical codes 22 and 24).

Australia has decided to extend the anti-dumping tariff measures on aluminum extrusions from China

The Commissioner of the Anti-Dumping Commission (the Commissioner) has completed an inquiry, which commenced on 8 November 2024, into whether the continuation of the anti-dumping measures in the form of a dumping and countervailing duty notice applying to aluminium extrusions exported to Australia from Republic of China (China) is justified. Exports of Guangdong Jiangsheng Aluminium Co Ltd and Guangdong Zhongya Aluminium Company Ltd are not covered by this inquiry, as the measures currently in place in relation to aluminium extrusions do not apply to exports of the goods by these companies.  the Minister for Industry and Innovation and Minister for Science, have considered REP 657 and have decided to accept the recommendation and reasons for the recommendation, including all the material findings of facts and law therein and have decided that the anti-dumping measures applying to aluminium extrusions exported to Australia from China should continue from 29 October 2025. Australia has launched an investigation into anti-dumping and countervailing duties on freight railway wheels from China

Commissioner of the Anti-Dumping Commission (the Commissioner), have initiated an investigation following an application lodged by Commonwealth Steel Company Pty Ltd (the Applicant), a manufacturer of freight railway wheels (the goods) in Australia. The application seeks the publication of a dumping duty notice and a countervailing duty notice in respect of freight railway wheels exported to Australia from the People’s Republic of China. The goods, being the subject of the application (the goods) are:  Railway wheels of forged and rolled high carbon steel, with an outside diameter from 27.5 inches to 37.5 inches (699 millimetres to 953 millimetres), whether or not including alloys.  (HS: 8607.19.00). Australia has launched an investigation into the extension of anti-dumping and countervailing duties on precision pipe and tube steel from China and South Korea

Commissioner of the Anti-Dumping Commission (Commissioner), have initiated an inquiry into whether the continuation of anti-dumping measures, in the form of a dumping duty notice and countervailing duty notice, in respect of precision pipe and tube steel (the goods) exported to Australia from the People’s Republic of China (China) and the Republic of Korea (Korea) is justified.  The anti-dumping measures are due to expire on 28 September 2026 (specified expiry day). Australia has decided to impose provisional measures regarding anti-dumping duties on steel corner beads and angles from China

The Commissioner of the Anti-Dumping Commission (the Commissioner), have made a preliminary affirmative determination (PAD) under section 269TD(1) of the Act in relation to dumping and subsidisation of steel corner beads and angles (SCBA, or the goods) exported to Australia from the People’s Republic of China (China). Canada has launched an investigation into anti-dumping and countervailing duties on thermoformed molded fiber tableware from China

The Canada Border Services Agency (CBSA) initiated investigations on October 15, 2025, under the Special Import Measures Act, respecting the alleged injurious dumping and subsidizing of thermoformed molded fibre tableware (TMFT) originating in or exported from the People’s Republic of China. The investigations follow a complaint filed by CKF Inc. The subject goods are usually imported under the following tariff classification numbers:4823.61.00.00; 4823.69.00.90; 4823.70.00.00; 4823.90.00.90. These tariff classification numbers may include non-subject goods, and subject goods may also fall under additional tariff classification numbers. Source

Canada has decided to impose provisional measures regarding anti-dumping duties and countervailing duties on cast iron soil pipes (cast iron drainage pipes) from China

The Canada Border Services Agency (CBSA), pursuant to subsection 38(1) of the Special Import Measures Act (SIMA), made preliminary determinations of dumping and subsidizing respecting cast iron soil pipe originating in or exported from the People’s Republic of China. The subject goods are usually imported under the following tariff classification numbers: 7303.00.00.10 and 7303.00.00.90. The above-listed tariff classifications cover both subject and non-subject goods and are for convenience of reference only. Refer to the product definition, for authoritative details regarding the subject goods. Provisional duties will now be payable on the subject goods that are released from the CBSA on or after October 9, 2025. Source

Canada has made final decisions regarding anti-dumping duties on polyethylene terephthalate resin from China and Pakistan, and countervailing duties on polyethylene terephthalate resin from China

The Canadian International Trade Tribunal, pursuant to the provisions of section 42 of the Special Import Measures Act (SIMA), has conducted an inquiry to determine whether the dumping of polyethylene terephthalate (“PET”) resin having an intrinsic viscosity of at least 0.70 deciliters per gram but not more than 0.88 deciliters per gram, including PET resin that contains various additives introduced in the manufacturing process, as well as blends of virgin PET resin and recycled PET, originating in or exported from the People’s Republic of China (China) and the Islamic Republic of Pakistan (Pakistan), excluding 100% recycled PET resin, and the subsidizing of the above‑mentioned goods from China, have caused injury or retardation or are threatening to cause injury, and to determine such other matters as the Tribunal is required to determine under that section. Canada has launched an investigation into the extension of anti-dumping duties and countervailing duties on Oil Country Tubular Goods (Oil Country Tubular Goods) from China.

The Canadian International Trade Tribunal (CITT), pursuant to subsection 76.03(1) of the Special Import Measures Act (SIMA), initiated an expiry review of its order made on December 10, 2020, in Expiry Review No. RR-2019-005, of the dumping and subsidizing of certain oil country tubular goods from China (Subject Goods). As a result of the CITT’s expiry review, the Canada Border Services Agency (CBSA) has today initiated an expiry review investigation to determine, pursuant to paragraph 76.03(7)(a) of SIMA, whether the expiry of the order is likely to result in the continuation or resumption of dumping and/or subsidizing of the subject goods. The CBSA will make a determination no later than March 9, 2025, and will issue a Statement of Reasons by March 24, 2026. The EU has launched an investigation into the extension of anti-dumping tariffs on Chinese citrus fruits

EU has published notice of initiation of an expiry review of the anti-dumping measures applicable to imports of certain prepared or preserved citrus fruits (namely mandarins, etc.) originating in the People’s Republic of China. The product subject to this review is prepared or preserved mandarins (including tangerines and satsumas), clementines, wilkings and other similar citrus hybrids, not containing added spirit, whether or not containing added sugar or other sweetening matter (‘the product under review’), currently falling under CN codes 2008 30 55, 2008 30 75 and ex 2008 30 90 (TARIC codes 2008 30 90 61, 2008 30 90 63, 2008 30 90 65, 2008 30 90 67 and 2008 30 90 69). EU has imposed a definitive anti-dumping duty on imports of ceramic tableware and kitchenware originating in the People’s Republic of China following an expiry review pursuant to Article 11(2) of Regulation (EU) 2016/1036 of the European Parliament and of the Council. EU has imposed a definitive anti-dumping duty and definitively collecting the provisional duty imposed on imports of steel track shoes originating in the People’s Republic of China. The product subject to this review is certain heavyweight thermal paper, defined as thermal paper which weighs more than 65 g/m ; which is sold on rolls of a width of 20 cm or more, weighing 50 kg or more (including paper) and with a diameter of 40 cm or more (jumbo rolls); with or without base coat on one or both sides; coated with a thermo-sensitive substance (i.e. a mixture of dye and a developer that reacts and forms an image when heat is applied) on one or both sides; and with or without top coat (‘the product under review’), currently falling under CN codes ex 4809 90 00, ex 4811 59 00 and ex 4811 90 00 (TARIC codes 4809 90 00 20, 4811 59 00 20 and 4811 90 00 20). The EU has decided to extend the anti-dumping duties on bicycles produced in China, and has also decided to impose anti-dumping duties on imports from Indonesia, Malaysia, Sri Lanka, Tunisia, Cambodia, Pakistan, and the Philippines

EU imposed a definitive anti-dumping duty on imports of bicycles originating in the People’s Republic of China as extended to imports of bicycles consigned from Indonesia, Malaysia, Sri Lanka, Tunisia, Cambodia, Pakistan and the Philippines, whether declared as originating in these countries or not, following an expiry review pursuant to Article 11(2) of Regulation (EU) 2016/1036 of the European Parliament and of the Council. The EU has made a final decision on the anti-dumping tariffs on screws without heads from China

EU has imposed a definitive anti-dumping duty and definitively collecting the provisional duty imposed on imports of screws without heads originating in the People’s Republic of China, and levying the definitive anti-dumping duty on the registered imports of screws without heads originating in the People’s Republic of China. The product under investigation is screws and bolts, whether or not with their nuts and washers, without heads, of iron or steel other than stainless steel, regardless of tensile strength, excluding coach screws and other wood screws, screw hooks and screw rings, self-tapping screws, and screws and bolts for fixing railway track construction material. The product concerned is the product under investigation originating in the People’s Republic of China, currently falling under CN codes 7318 15 42 and 7318 15 48. Source

EU: Expiry review of the anti-dumping measures on heavy thermal paper from Korea

EU has published notice of initiation of an expiry review of the anti-dumping measures applicable to imports of certain types of HTP originating in the Republic of Korea has been published. The product under review is certain types of heavy thermosensitive paper, defined as thermosensitive paper with a grammage greater than 65 g/m2; sold in rolls of 20 cm wide or more, a roll weight of 50 kg or more (including paper) and a roll diameter of 40 cm or more ("large rolls"); with or without a base coating on one or both sides; coated with a thermosensitive substance (i.e. a mixture of a color former and a color developer that mix under heat to form an image) on one or both sides; and with or without an outer layer, currently falling within CN codes ex 4809 90 00 , ex 4811 59 00 and ex 4811 90 00 (TARIC codes: 4809 90 00 20, 4811 59 00 20 and 4811 90 00 20). CN and TARIC codes are provided for information purposes only, without prejudice to any subsequent reclassification of tariffs. As a general rule, the investigation shall be concluded within 12 months and in any event no later than 15 months from the date of publication of this Notice.

EU Commission acts against unfairly traded imports of screws without heads

Commission imposed anti-dumping measures on imports into the EU of screws without heads originating in the People’s Republic of China. The definitive anti-dumping duties imposed range from 54.7% to 72.3%. The imposition of the duties follows an investigation that identified unfair trade practices. Imposing these duties will help to re-establish fair competitive conditions on the EU market between screws without heads – or headless screws – imported from China and domestically produced products. The EU market for screws without heads is worth €500 million. Screws without heads – namely threaded rods, anchor bolts and U-bolts – are used to mechanically join two or more elements. They are used in various consumer industries and in numerous final applications, including the automotive, renewable energy, electrical appliance, agriculture, and construction sectors. The EU’s industry for this product is located in Belgium, Croatia, Czech Republic, France, Germany, Hungary, Italy, the Netherlands, Spain and Poland.

EU: Correction of the regulation on countervailing duties on fibre optic cables from India

EU Commission Implementing Regulation (EU) 2025/1985 correcting Implementing Regulation (EU) 2025/1135 imposing a definitive countervailing duty on imports of optical fibre originating in India and amending Implementing Regulation (EU) 2024/3014 imposing a definitive anti-dumping duty on imports of optical fibre originating in India has been published. The correction is the result of an adjustment of the data and circumstances of the anti-dumping investigation and the countervailing duty to ensure the correct application of the safeguard measures as found by the Commission. The regulation enters into force on 4 October 2025 and is directly applicable to all Member States.

EU: An expiry review of the anti-dumping measures on stainless steel from Indonesia, China and Taiwan

A Notice of Initiation of an Expiry Review of the anti-dumping measures applicable to imports of certain hot-rolled stainless steel sheets and coils originating in Indonesia, the People's Republic of China and Taiwan was published. The European Commission undertook a review to assess whether the expiry of these measures could lead to a continuation or recurrence of dumping and injury to the Union industry. EU: Commission acts against unfairly traded imports of flat hot-rolled steel products

The Commission has imposed definitive anti-dumping duties on imports of certain hot-rolled steel products from Egypt, Japan and Vietnam for five years. These measures follow an investigation confirming unfair pricing practices. The duties between 6.9% and 30% depending on the country, will apply for 5 years. This decision matters for the 38,000 people employed in Europe’s steel industry across 15 Member States.

The United States has made a final decision regarding anti-dumping and countervailing duties on Overhead Door Counterbalance Torsion Springs from China (HTS: 7320.20.50).

On the basis of the record developed in the subject investigations, the United States International Trade Commission (“Commission”) determines, pursuant to the Tariff Act of 1930 (“the Act”), that an industry in the United States is materially injured by reason of imports of overhead door counterbalance torsion springs from China, provided for in subheading 7320.20.50 of the Harmonized Tariff Schedule of the United States, that have been found by the U.S. Department of Commerce (“Commerce”) to be sold in the United States at less than fair value (“LTFV”), and imports of the subject merchandise from China that have been found to be subsidized by the government of China.
