EU adds Russia to the list of high-risk countries

Commission Delegated Regulation (EU) 2026/46 of 3 December 2025 amending Delegated Regulation (EU) 2016/1675 to add Russia to the list of high-risk third countries with strategic deficiencies has been published. The regulation updates the EU list of high-risk third countries by adding the Russian Federation to it. The decision follows the European Commission's assessment that Russia has strategic deficiencies in its anti-money laundering (AML) and countering the financing of terrorism (CFT) regime. The regulation enters into force on 29 January 2026 and is directly applicable in all member states.

EU is updating the list of high-risk countries

Commission Delegated Regulation (EU) 2026/83 of 4 December 2025 amending Delegated Regulation (EU) 2016/1675 to add Bolivia and the British Virgin Islands to the list of high-risk third countries that have submitted a written high-level political commitment to address the identified deficiencies and have developed an action plan together with the FATF, and to remove Burkina Faso from that list, has been published, Mali, Mozambique, Nigeria, South Africa and Tanzania. Based on the latest FATF findings and countries' policy declarations: (1) Bolivia and the British Virgin Islands have been added to the list. Both countries have made written policy commitments and agreed with the FATF on action plans to address the identified deficiencies. (2) The following countries have been removed from the list: Burkina Faso, Mali, Mozambique, Nigeria, South Africa, Tanzania. The removal means that these countries have implemented corrective actions and are no longer recognised by the EU as high-risk countries within the meaning of the AML Directive. The regulation enters into force on 29 January 2026 and is directly applicable in all member states.

Hungary: Export Control of Dual-Use Products

Important amendments to Hungarian Government Decree no. 13/2011 (“Decree”) on the authorization of trade in dual-use items have entered into force. On 25 December 2025 and 1 January 2026, the following important amendments of the Decree came into force:

  • Deadline extension, Simplified reporting, New grounds to revoke authorizations, Stricter registry requirements, Enhanced authority oversight, New grounds to impose fines and General clause to impose fines.
