European Union: Update of the EU Control List of Dual-Use Items

On November 14, 2025, the European Union published an update to its dual-use regulation in the Official Journal, which includes new export controls on emerging technologies like quantum-safe cryptography and AI processors. Source

European Union: New OFSI General Licence

On 14 November 2025, OFSI issued General Licence INT/2025/7895596 under regulation 64 of the Russia (Sanctions) (EU Exit) Regulations 2019 (“the Russia Regulations”) which allows for the continuation of business operations with the Lukoil Bulgaria Entities. Any persons intending to use General Licence INT/2025/7895596 should consult the copy of the Licence for full details of the definition, permissions, and usage requirements.

Commission (EU) is launching an antitrust investigation into possible collusion between Deutsche Börse and Nasdaq

The European Commission has opened a formal antitrust investigation to assess whether Deutsche Börse and Nasdaq have breached EU competition law by coordinating their activities in the listing, trading and clearing of derivatives in the European Economic Area ("EEA"). Nasdaq and Deutsche Börse are financial services providers that operate large exchanges in the derivatives sector.

EU is expanding sanctions against Russia – new people on the list

Commission Implementing Regulation (EU) 2025/2356 of 20 November 2025 implementing Regulation (EU) 2024/1485 concerning restrictive measures in view of the situation in Russia has been published. The document updates the list of individuals and legal entities subject to sanctions, adding another 10 individuals to Annex IV – which includes an entry ban, an asset freeze and restrictions on business transactions. The regulation enters into force on 20 November 2025 and is directly applicable in all Member States.

United Kingdom: Update to the UK Sanctions List

19 November, the UK government has designated 1 entity under the Russia Sanctions Regime and designated 2 entities and 4 individuals under the Cyber Sanctions Regime. Furthermore, 1 entity designated under the Cyber Sanctions Regime has been amended.
