Canada: Notice of normal value review of Carbon steel welded pipe
The Canada Border Services Agency (CBSA) has initiated a normal value review to update the normal values and export prices applicable to certain carbon steel welded pipe (CSWP) exported to Canada from Turkey by Borusan Mannesmann Boru Sanayi ve Ticaret A.S. (Borusan).
The normal value review is part of the CBSA’s enforcement of the Canadian International Trade Tribunal’s (CITT) injury finding issued on February 15, 2019, respecting the dumping of CSWP from Pakistan, the Philippines, Turkey and Vietnam, in accordance with the Special Import Measures Act (SIMA). The product definition and the applicable tariff classification numbers of the goods subject to the CITT finding are contained in Appendix 1 (subject goods).
Prior to January 1, 2022, the subject goods were usually classified under the following tariff classification numbers: 7306.30.00.10, 7306.30.00.20 and 7306.30.00.30.
Beginning January 1, 2022, under the revised customs tariff schedule, subject goods are normally classified under the following tariff classification numbers: 7306.30.00.42, 7306.30.00.43, 7306.30.00.44, 7306.30.00.45, 7306.30.00.46, 7306.30.00.47, 7306.30.00.49, 7306.30.00.52, 7306.30.00.53, 7306.30.00.54, 7306.30.00.55, 7306.30.00.56, 7306.30.00.57, 7306.30.00.59, 7306.30.00.62, 7306.30.00.63, 7306.30.00.64, 7306.30.00.65, 7306.30.00.66, 7306.30.00.67 and 7306.30.00.69. Canada: Notice of expedited review of Upholstered domestic seating
In response to a request for an expedited review from Kaiser 2 Furniture Industry (Vietnam) Co., Ltd., the Canada Border Services Agency (CBSA) has today initiated an expedited review of certain upholstered domestic seating (UDS) exported to Canada from Vietnam by Kaiser 2 Furniture Industry (Vietnam) Co., Ltd., pursuant to subsection 13.2(3) of the Special Import Measures Act (SIMA). This expedited review is part of the CBSA’s enforcement of the Canadian International Trade Tribunal’s (CITT) finding of injury issued on September 2, 2021, respecting the dumping and subsidizing of UDS from China and Vietnam, in accordance with SIMA. The product definition and the applicable tariff classification numbers of the goods subject to the CITT’s finding are contained in Appendix 1 (subject goods). Should an exporter decide to participate in this expedited review, it is required to provide a complete and accurate response to the CBSA’s Dumping Request for Information (RFI) and Subsidy RFI by March 23, 2022. The exporter will be considered co‑operative if the requested information is complete, submitted on time and the exporter permits verification of the data. If an exporter does not provide a complete response to the RFI by the deadline date, normal values and export prices for subject goods exported by the exporter will be determined pursuant to a ministerial specification by advancing the export price of the goods from Vietnam by a rate of 179.5%. Similarly, in cases where the Government of Vietnam or the exporter fails to provide complete and accurate submissions enabling the determination of specific amounts of subsidy, countervailing duties will be assessed at the rate of 1,914,726.79 VND per piece for Vietnam, pursuant to ministerial specification.
The schedule for this expedited review is now available. The CBSA will close the record for this expedited review once it has been determined that sufficient information has been received to make a decision. The CBSA will update the website to announce that the record has been closed. Interested parties will have seven days from the close of the record to file submissions concerning the expedited review. The subject goods would be normally imported under the following tariff classification numbers (tariff numbers): 9401.41.00.00, 9401.49.00.00, 9401.61.10.10, 9401.61.10.90, 9401.71.10.10 and 9401.71.10.90.

Canada: Notice of export price review of Small power transformers
The Canada Border Services Agency (CBSA) has initiated a review of the export price of certain small power transformers exported from South Korea by Hyundai Electric & Energy Systems Co., Ltd. (Hyundai Energy) and imported into Canada by Hyundai Electric America Corporation (HE America). The review is part of the CBSA’s enforcement of the Canadian International Trade Tribunal’s (CITT) finding of injury issued on December 24, 2021, respecting the dumping of small power transformers from the Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu (Chinese Taipei) and South Korea, in accordance with the Special Import Measures Act (SIMA). The product definition and the applicable tariff classification numbers of the goods subject to the CITT finding are contained in Appendix 1 (subject goods).
Should the importer and exporter decide to participate in this export price review, it is required to provide a complete and accurate response to the CBSA’s Request for Information (RFI) by March 2 and March 11, 2022, respectively.
If the importer or exporter does not provide a complete response to the RFI by the deadline, the export price for the subject goods imported by HE America from Hyundai Energy shall be the normal value as determined under section 15 to 23 of SIMA, less an amount equal to 42.2% of that normal value, pursuant to a ministerial specification. Imports into Canada of the subject goods are normally classified under the following tariff classification numbers: 8504.22.00.20, 8504.23.00.10 and 8504.23.00.20.
Incomplete small power transformers and parts and components thereof may also be imported under the following tariff classification numbers: 8504.90.90.10, 8504.90.90.82 and 8504.90.90.90.

EU imposed anti-dumping duty on imports of acesulfame potassium

EU has published notice of initiation of an expiry review of the anti-dumping measures applicable to imports of certain stainless-steel tube and pipe butt-welding fittings, whether or not finished, originating in the People’s Republic of China and Taiwan. The product subject to this review is tube and pipe butt-welding fittings, of austenitic stainless-steel grades, corresponding to AISI types 304, 304L, 316, 316L, 316Ti, 321 and 321H and their equivalent in the other norms, with a greatest external diameter not exceeding 406,4 mm and a wall thickness of 16 mm or less, with a roughness average (Ra) of the internal surface not less than 0,8 micrometres, not flanged, whether or not finished, originating in the People’s Republic of China (‘PRC’) and Taiwan (’the product under review’), currently classified under CN codes ex 7307 23 10 and ex 7307 23 90 (Taric codes 7307 23 10 15, 7307 23 10 25, 7307 23 90 15, 7307 23 90 25).
