Canada: Notice of normal value review of Carbon and Alloy Steel Line Pipe 2 

The Canada Border Services Agency (CBSA) has initiated a normal value and export price review to update all normal values and export prices of certain carbon and alloy steel line pipe (line pipe) exported from the Republic of Korea to Canada by Husteel Co., Ltd (Husteel). The review is part of the CBSA’s enforcement of the Canadian International Trade Tribunal’s (CITT) injury finding issued on January 4, 2018. Should the exporter decide to participate in this normal value and export price review, it is required to provide a complete and accurate response to the CBSA’s dumping request for information (RFI) by August 14, 2023. If the exporter does not provide a complete response to the RFI by the deadline date, any previous normal values issued to the exporter will be immediately revoked and normal values for subject goods exported by Husteel will be determined by advancing the export price of the goods by 88.1%, pursuant to a Ministerial specification.

Canada: CITT determines threat of injury on certain wind towers and sections from China

The Canadian International Trade Tribunal (CITT), on June 20, 2023, determined that there is evidence that the dumping and subsidizing of certain wind towers and sections, originating in or exported from China has caused injury or are threatening to cause injury to the Canadian domestic industry. zThis preliminary injury determination by the CITT follows the investigation initiated by the Canada Border Service Agency (CBSA) on April 21, 2023, into the alleged injurious dumping and subsidizing of the above-mentioned goods. The CBSA’s preliminary determination is expected within 30 days of this CITT decision. Should the CBSA make a determination of injury at that time, provisional SIMA duties will become payable on subject goods.

China: Announcement on the Final Review of the Anti-dumping Measures against Imports of Meta Phenoxy Benzaldehyde Originating in India 

On June 8, 2018, China MOFCOM issued Announcement No. 42 of 2018, deciding to levy anti-dumping duty on imports of Meta Phenoxy Benzaldehyde from India. The measure expires on June 7, 2023, and anti-dumping duty rate to India manufacturer is 36.4%-56.9%. On March 7, 2023, the MOFCOM received a formal application for expiry review on anti-dumping measures officially submitted by representative from Meta Phenoxy Benzaldehyde industry and claim if the measures is terminated, the dumping behavior and injury to the industry might continue or reoccur. It requested the MOFCOM to maintain the anti-dumping measures. In accordance with the Anti-dumping Regulations of the People's Republic of China, the MOFCOM reviewed the qualifications of the applicants, the products under investigation, similar domestic products, the imports of the product under investigation during the implementation of the anti-dumping measures, the possibility of continuity or re-occurrence of dumping, the possibility of continuity or re-occurrence of damages or related evidence. Current evidence shows that the applicants meet the provisions specified in Article 11, Article 13 and Article 17 of the Anti-dumping Regulations of the People's Republic of China on industry and industry representativeness, and therefore, they are eligible to represent and submit the application. The investigation authority believes that the applicants' claim and the prima facie evidence are in conformity with the requirements for an expiry review.

According to Article 48 of the Anti-dumping Regulations of the People's Republic of China, the MOFCOM decides to conduct an expiry review investigation into the anti-dumping measures imposed on the imports of Meta Phenoxy Benzaldehyde Originating in India as of June 8, 2023. This investigation starts from June 8, 2023 and ends prior to June 8, 2024 (excluded). As suggested by the MOFCOM and decided by the Customs Tariff Commission of the State Council, during the expiry review investigation of the anti-dumping measures, the imports of Meta Phenoxy Benzaldehyde Originating in India will still be subject to anti-dumping duties at the scope and rate released in MOFCOM Announcement No. 42 of 2018.

China: Announcement on the Final Review of the Anti-dumping Measures against Imports of Phenylethylene Originating in Korea, Taiwan and USA 

On June 22, 2018, China MOFCOM issued Announcement No. 43 of 2018, deciding to levy anti-dumping duty on imports of Phenylethylene from Korea, Taiwan and USA. The measure expires on June 22, 2023, and anti-dumping duty rate to Korea manufacturer is 6.2%-7.5%; 3.8%-4.2% to Taiwan manufacturer and 13.7%-55.7% to USA manufacturer. On Apr 18, 2023, the MOFCOM received a formal application for expiry review on anti-dumping measures officially submitted by representative from Phenylethylene industry and claim if the measures is terminated, the dumping behavior and injury to the industry might continue or reoccur. It requested the MOFCOM to maintain the anti-dumping measures.

EU has imposed a definitive anti-dumping duty on imports of certain seamless pipes and tubes of iron (other than cast iron) or steel (other than stainless steel), of circular cross-section, of an external diameter exceeding 406,4 mm (Classified under tariff HTS CN codes 7304 19 90, ex 7304 29 90 (TARIC code 7304 29 90 90), 7304 39 88 and 7304 59 89), originating in the People’s Republic of China following an expiry review pursuant to Article 11(2) of Regulation (EU) 2016/1036 of the European Parliament and of the Council.

EU has imposed a definitive anti-dumping duty on imports of certain continuous filament glass fibre Products (classified under HTS CN codes 7019 11 00, ex 7019 12 00 (TARIC codes 7019 12 00 22, 7019 12 00 25, 7019 12 00 26, 7019 12 00 39), 7019 14 00 and 7019 15 00) originating in the People’s Republic of China following an expiry review pursuant to Article 11(2) of Regulation (EU) 2016/1036 of the European Parliament and of the Council.

EU imposed a definitive anti-dumping duty and definitively collecting the provisional duty imposed on imports of stainless steel refillable kegs

EU has published notice of initiation of a partial interim review of the anti-dumping and countervailing measures applicable to imports of certain woven and/or stitched glass fibre fabrics originating in the People's Republic of China and Egypt, as extended to imports consigned from Türkiye, whether declared as originating in Türkiye or not. EU imposed a definitive anti-dumping duty on imports of certain lightweight thermal paper 

EU has imposed a definitive anti-dumping duty on imports of certain lightweight thermal paper (currently falling under CN codes ex 4809 90 00, ex 4811 90 00, ex 4816 90 00 and ex 4823 90 85 (TARIC codes: 4809 90 00 10, 4811 90 00 10, 4816 90 00 10, 4823 90 85 20) originating in the Republic of Korea following an expiry review pursuant to Article 11(2) of Regulation (EU) 2016/1036 of the European Parliament and of the Council.

EU imposed a definitive safeguard measure on imports of certain steel products

EU has amended Implementing Regulation (EU) 2019/159 imposing a definitive safeguard measure on imports of certain steel products. The Commission published a Notice in the Official Journal of the European Union explaining that, following the amendment of Regulation (EU) 2020/2170 it was necessary that the Commission amended the EU safeguard Regulation by creating a new TRQ limited to transfers into Northern Ireland of the product categories included in the Annex to Regulation (EU) 2023/1321 originating in the United Kingdom and consigned directly from other parts of the United Kingdom. In this way, transfers of products falling within these product categories originating in the United Kingdom and consigned directly from other parts of the United Kingdom could enter Northern Ireland free-of-duty until the allocated quota is exhausted. Out of such quota, a 25 % safeguard duty would apply. Interested parties were given the possibility to comment on the content of the Notice. Above notice is applicable to product classified under tariff codes 7208 51 20, 7208 51 91, 7208 51 98, 7208 52 91, 7208 90 20, 7208 90 80, 7210 90 30, 7225 40 12, 7225 40 40, 7225 40 60, 7225 99 00, 7216 31 10, 7216 31 90, 7216 32 11, 7216 32 19, 7216 32 91, 7216 32 99, 7216 33 10, 7216 33 90.

UK: Provisional anti-dumping duties for optical fibre cables 

UK customs authority has issued notice for provisional anti-dumping duties for optical fibre cables from the People’s Republic of China (China) also now apply to commodity code 8544700010.

US: Initiation of Antidumping Duties on Imports of Certain Paper Shopping Bags from Cambodia

On June 20, 2023, the U.S. Department of Commerce (Commerce) initiated an antidumping duty investigation to determine whether certain paper shopping bags (paper bags) from Cambodia are being sold in the United States at less than fair value. This merchandise is currently classifiable under Harmonized Tariff Schedule of the United States (HTSUS) subheadings 4819.30.0040 and 4819.40.0040.

US: Initiation of Antidumping and Countervailing Duty Investigations of Certain Paper Shopping Bags

On June 21, 2023, the U.S. Department of Commerce (Commerce) announced the initiation of antidumping duty (AD) and countervailing duty (CVD) investigations of certain paper shopping bags from Cambodia, the People’s Republic of China (China), Colombia, India, Malaysia, Portugal, Taiwan, the Republic of Turkey (Turkey), and the Socialist Republic of Vietnam (Vietnam). This product is classified under Tariff Schedule of the United States (HTSUS) subheadings 4819.30.0040 and 4819.40.0040. 

US: Preliminary Affirmative Determination in the Countervailing Duty Investigation of Tin Mill Products From the People’s Republic of China

On June 21, 2023, the U.S. Department of Commerce (Commerce) announced its preliminary affirmative determination in the countervailing duty (CVD) investigation of tin mill products from the People’s Republic of China (China).
