Australia has begun an investigation into the extension of anti-dumping tariffs on silicon metal from China (HS: 2804.69.00)

The goods subject to the anti-dumping measures and this inquiry are:

Silicon metal containing:
• at least 96.00 per cent but less than 99.99 per cent silicon by weight; and
• between 89.00 per cent and 96.00 per cent silicon by weight that contains aluminium greater than 0.20 per cent by weight; of all forms (i.e. lumps, granules, or powder) and sizes.

Canada: Notice of initiation of a re-investigation: Oil country tubular goods (OCTG 2024 RI)

The Canada Border Services Agency (CBSA) has initiated a re-investigation to update the normal values and export prices, in accordance with the Special Import Measures Act (SIMA), respecting certain oil country tubular goods originating in or exported from the Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu (Chinese Taipei), India, Indonesia, South Korea, Thailand, Türkiye and Vietnam. (OCTG II). The CBSA will also update the surrogate normal values of certain seamless carbon or alloy steel oil and gas well casing and certain oil country tubular goods originating in or exported from China. (SC and OCTG I).

Canada: Notice of initiation of expiry review investigation of Silicon Metal (SM 2024 ER)

On June 24, 2024, the Canadian International Trade Tribunal (CITT), pursuant to subsection 76.03(1) of the Special Import Measures Act (SIMA), initiated an expiry review of its order made on August 22, 2019, in Expiry Review No. RR-2018-003, concerning the dumping and subsidizing of silicon metal originating in or exported from China. As a result of the CITT’s expiry review, the Canada Border Services Agency (CBSA) has today initiated an expiry review investigation to determine, pursuant to paragraph 76.03(7)(a) of SIMA, whether the expiry of the order is likely to result in the continuation or resumption of dumping and/or subsidizing of the subject goods. The CBSA will make a determination no later than November 21, 2024, and will issue a Statement of Reasons by December 6, 2024.

As part of its expiry review investigation, the CBSA has solicited responses to questionnaires from Canadian producers, importers, exporters and the Government of China. Any Canadian producers, importers or exporters who have not received a letter from the CBSA who wish to provide a response to the questionnaire are advised to contact the CBSA SIMA Registry and Disclosure Unit by email. Responses to all questionnaires are due at the CBSA SIMA Registry and Disclosure Unit’s email address by August 1, 2024.

Canada: Conclusion of normal value review of Mattresses (MAT 2023 UP2)

The Canada Border Services Agency (CBSA) has concluded a normal value review (review) to establish the normal values, export prices, and amounts of subsidy applicable to mattresses originating in or exported from the People’s Republic of China (China) by De Rucci Healthy Sleep Co., Ltd. (De Rucci Healthy Sleep) and its subsidiary companies, which include Derucci International Holdings Limited (Derucci international). The review follows a request for re‑determination filed by an importer and is part of the CBSA’s enforcement of the Canadian International Trade Tribunal’s (CITT) finding issued on November 4, 2022 in Inquiry No. NQ-2022-001, respecting the dumping and subsidizing of mattresses originating in or exported from China, in accordance with the Special Import Measures Act (SIMA).

Canada: Notice of close of record and updated schedule of Container Chassis (CC 2024 UP1)

The Canada Border Services Agency (CBSA) has now closed the record of the normal value review of container chassis originating in or exported from China by Dongguan CIMC Vehicle Co., Ltd. The updated schedule of this review is now available. Interested parties will now have seven days from the close of the record to file submissions concerning this review.

Canada: Notice of normal value review of Steel Piling Pipe (PP 2024 UP2)

The Canada Border Services Agency (CBSA) has initiated a normal value review (review) to establish the normal values, export prices and an amount of subsidy applicable to certain steel piling pipe (piling pipe) originating in or exported from China by Shanghai Electric Power Transmission & Distribution Engineering Co., Ltd. The review follows a request for re-determination filed by an importer and is part of the CBSA’s enforcement of the Canadian International Trade Tribunal’s (CITT) order issued on January 17, 2024, in Expiry Review No. RR-2022-005, respecting the dumping and the subsidizing of piling pipe originating in or exported from China, in accordance with the Special Import Measures Act (SIMA). Should the exporter decide to participate in this review, it is required to provide a complete and accurate response to the CBSA’s dumping request for information (RFI) and subsidy RFI by August 8, 2024, by 5 p.m. ET. The exporter will be considered cooperative if the requested information is complete, submitted on time and the exporter permits verification of the data.

China: Ministry of Commerce on the Final Review of Anti-dumping Measures Applicable to Imports of Styrene Originating in South Korea, Taiwan and the United States

In accordance with Article 50 of the Anti-dumping Regulations, the Ministry of Commerce proposed to the State Council Tariff Commission to continue to implement anti-dumping measures based on the investigation results. The State Council Tariff Commission decided based on the proposal of the Ministry of Commerce to continue to impose anti-dumping duties on imports of styrene originating from South Korea, Taiwan and the United States from June 23, 2024 for a period of 5 years.

India customs authority has imposed provisional anti-dumping duty on Telescopic Channel Drawer Slider (classified under tariff HTS codes 83024110, 8302 4190, 83024200 and 83024900) originating in or imported from China PR.

India imposed anti-dumping duty on alloy steel chisel/tool and hydraulic rock breaker in fully assembled condition

India customs authority has imposed anti-dumping duty on alloy steel chisel/tool and hydraulic rock breaker in fully assembled condition (HTS heading 8431), originating in or imported from China PR and Korea RP.

India imposed anti-dumping duty on imports of Sodium Cyanide 

India customs authority has imposed anti-dumping duty on imports of Sodium Cyanide (HTS heading 2837) originating in or exported from China PR, European Union, Japan and Korea RP.

India extends the levy of Countervailing Duty on 'Saccharin in all its forms' 

India customs authority has extended the levy of Countervailing Duty on 'Saccharin in all its forms' imported from China PR upto and inclusive of the 28th February, 2025.

EU prolongs steel safeguard measure until June 2026

The European Commission published an implementing regulation confirming the extension of the current steel safeguard measure for two more years, until June 2026. This decision follows an investigation requested by fourteen EU Member States, which showed that the safeguard measure continues to be necessary to prevent or remedy serious injury to the EU’s steel industry. In addition, it showed that EU industry is adjusting to a higher level of imports. The prolongation and adjustments are justified by a combination of factors that resulted in significant import pressure on the Union market: 

  • High levels of global steel overcapacity and the surge of exports from China to third countries, notably in Asia, resulting in increased exports from those third countries to the EU; 
  • The increased number of trade defence measures and other trade restrictive measures imposed by other third countries, and; 
  • The significant reduction of demand in the EU.  

The extended measure strikes a balance between the interests of the parties concerned as it continues to allow significant volumes of duty-free imports, while protecting industry where necessary. The technical adjustments entered into force on 1 July 2024. The measure will expire on 30 June 2026, eight years after its first imposition, which is the maximum application period of a safeguard measure allowed under EU and WTO rules. The Commission may still review the functioning of the measure before 30 June 2026 if it considers that further adjustments are necessary.

European Union imposed a provisional countervailing duty on imports of new battery electric vehicles designed for the transport of persons 

European Union has imposed a provisional countervailing duty on imports of new battery electric vehicles designed for the transport of persons originating in the People’s Republic of China. The Commission initiated the investigation on the grounds that imports of BEVs originating in the PRC are being subsidised and are thereby causing injury to the Union industry.

European Union: Notice of initiation of an anti-dumping proceeding concerning imports of epoxy resins 

The European Commission (‘the Commission’) has received a complaint pursuant to Article 5 of Regulation (EU) 2016/1036 of the European Parliament and of the Council of 8 June 2016 on protection against dumped imports from countries not members of the European Union (‘the basic Regulation’), alleging that imports of epoxy resins originating in the People’s Republic of China (‘China’), the Republic of Korea (‘Korea’), Taiwan and Thailand, are being dumped and are thereby causing injury to the Union industry.

The product subject to this investigation is products containing more than 35 % by weight of epoxy resins, also known as epoxide resins or polyepoxides, which are polymers or prepolymers containing reactive epoxy groups, based on epichlorohydrin (‘ECH’) and an aliphatic or aromatic alcoholic component (such as BPA), in solid, semi-solid or liquid forms, having all types of grade, purity, molecule weight or molecular structure, whether or not containing modifiers, curing agents, or additives, so long as the curing agents have not chemically reacted so as to cure the epoxy resin or convert it into a different product no longer containing epoxy groups (‘the product under investigation’).

The following products are excluded:

  1. Certain paint and coating products, which are blends, mixtures, or other formulations of epoxy resin, curing agent, and pigment, in any form, packaged in one or more containers, wherein (1) the pigment represents a minimum of 10 percent of the total weight of the product, (2) the epoxy resin represents a maximum of 80 percent of the total weight of the product, and (3) the curing agent represents 5 to 40 percent of the total weight of the product.
  2. Pre-impregnated fabrics or fibres, often referred to as ‘pre-pregs,’ which are composite materials consisting of fabrics or fibres (typically carbon or glass) impregnated with epoxy resin.
  3. Blends of epoxy resins with other materials, currently classified under CN codes other than 2910 90 00, 3824 99 92, 3824 99 93, and 3907 30 00.

All interested parties wishing to submit information on the product scope must do so within 10 days of the date of publication of this Notice. The product allegedly being dumped is the product under investigation, originating in the People’s Republic of China, the Republic of Korea, Taiwan and Thailand (‘the countries concerned’), currently classified under CN codes ex 2910 90 00, ex 3824 99 92, ex 3824 99 93, and ex 3907 30 00 (TARIC codes 2910 90 00 05, 3824 99 92 96, 3824 99 93 10, 3907 30 00 05, 3907 30 00 20, and 3907 30 00 80). The CN and TARIC codes are given for information only and without prejudice to a subsequent change in the tariff classification. 

European Union: Notice of initiation of an anti-dumping proceeding concerning imports of decor paper originating in the People’s Republic of China 

The complaint was lodged on 2 May 2024 by four Union producers of decor paper (‘the complainants’). The complaint was made by the Union industry of decor paper in the sense of Article 5(4) of the basic Regulation. An open version of the complaint and the analysis of the degree of support by Union producers for the complaint are available in the file for inspection by interested parties. Section 5.6 of this Notice provides information about access to the file for interested parties.

The product subject to this investigation is decor paper with the following characteristics:

  • Weighing 30-150 g/m2; having an ash content between 5 % and 50 %;
  • Having a Klemm absorbency of at least 12 millimetres per 10 minutes or a resin pick-up of 20% to 200%;
  • Having a wet tensile strength of 6 to 12 Newton (N) per 15 millimetres;
  • Having a Gurley porosity of 3 to 80 seconds per 100 millilitres;
  • Having a smoothness of 20 to 300 according to the Bekk method;
  • In reels with a width up to 300 centimetres;
  • Whether or not pre-impregnated with a combination of latices or natural binders (like starch);
  • Excluding wallpaper and similar wallcoverings;
  • Excluding papers saturated with water-based melamine, urea, phenol or any thermosetting, thermoplastic resin solutions (‘the product under investigation’).

All interested parties wishing to submit information on the product scope must do so within 10 days of the date of publication of this Notice. The product allegedly being dumped is the product under investigation, originating in the People’s Republic of China (‘PRC’, ‘the country concerned’), currently classified under CN codes ex 4802 54 00, ex 4802 55, ex 4805 91 00 and ex 4811 60 00 (TARIC codes 4802 54 00 10, 4802 55 15 10, 4802 55 25 10, 4802 55 30 10, 4802 55 90 10, 4805 91 00 10, and 4811 60 00 10). The CN and TARIC codes are given for information only and without prejudice to a subsequent change in the tariff classification. 

European Union: imposed a definitive anti-dumping duty on imports of steel ropes and cables 

European Union has imposed a definitive anti-dumping duty on imports of steel ropes and cables originating in the People’s Republic of China as extended to imports of steel ropes and cables consigned from Morocco and the Republic of Korea, whether declared as originating in these countries or not, following an expiry review pursuant to Article 11(2) of Regulation (EU) 2016/1036 of the European Parliament and of the Council.

The product under review is the same as in the previous expiry review namely steel ropes and cables including locked coil ropes, excluding ropes and cables of stainless steel, with a maximum cross-sectional dimension exceeding 3 mm (‘the product under review’), currently falling under CN codes ex 7312 10 81, ex 7312 10 83, ex 7312 10 85, ex 7312 10 89 and ex 7312 10 98 (TARIC codes 7312 10 81 12, 7312 10 81 13, 7312 10 81 19, 7312 10 83 12, 7312 10 83 13, 7312 10 83 19, 7312 10 85 12, 7312 10 85 13, 7312 10 85 19, 7312 10 89 12, 7312 10 89 13, 7312 10 89 19, 7312 10 98 12, 7312 10 98 13 and 7312 10 98 19) (‘the product under review’).

European Union: making imports of titanium dioxide originating in the People’s Republic of China subject to registration

The product subject to registration (‘the product concerned’) is titanium dioxide, having the chemical formula TiO2, in all forms, as titanium oxides or in pigments and preparations based on titanium dioxide, containing a minimum of 80 % by weight of titanium dioxide calculated on the dry matter, having all types of particle sizes, classified under the Chemical Abstracts Service Registry Number (CAS RN) 12065-65-5 and 13463-67-7, originating in the PRC. The product concerned is currently classified under CN codes ex 2823 00 00 and 3206 11 00 (TARIC codes 2823 00 00 10 and 2823 00 00 30).

European Union: Anti-dumping proceeding on decorative paper from China

A Notice of an anti-dumping proceeding concerning imports of decorative paper originating in China has been released, CN codes ex 4802 54 00, ex 4802 55, ex 4805 91 00 and ex 4811 60 00 (TARIC codes 4802540010, 4802551510, 4802552510, 4802553010, 4802559010, 4805910010 and 4811600010). The investigation of dumping and resulting injury will cover the period from April 1, 2023 to March 31, 2024. The investigation will be closed within one year, but no more than 14 months from the date of publication of this notice. Link

European Union: Anti-dumping duty on imports of steel ropes and cables

The definitive anti-dumping duty on imports of steel ropes and cables originating in China extended to imports shipped from Morocco and the Republic of Korea. The merchandise concerned is defined by CN codes ex 7312 10 81, ex 7312 10 83, ex 7312 10 85, ex 7312 10 89 and ex 7312 10 98 (TARIC codes 7312108112, 7312108113, 7312108119, 7312108312, 7312108313, 7312108319, 7312108512, 7312108513, 7312108519, 7312108912, 7312108913, 7312108919, 7312109812, 7312109813 and 7312109819). The final anti-dumping duty is 60.4%. EU Commission Implementing Regulation 2024/1666 is effective as of June 8, 2024.

South Korea has decided to extend the anti-dumping tariff measures on Chinese-made coniferous wood plywood. (HSK: 4412.39.9000, 4412.99.1000)

South Korea has decided to extend its anti-dumping tariff measures on Chinese plywood. (HSK: 4412.31, 4412.33, 4412.34)

The United States has decided on provisional measures regarding countervailing duties on Certain Paper Plates produced in China. (HTS: 4823.61.0040, 4823.69.0040, 9505.90.4000, 9505.90.6000)

The U.S. Department of Commerce (Commerce) preliminarily determines that countervailable subsidies are being provided to producers and exporters of certain paper plates (paper plates) from the People's Republic of China (China). The period of investigation (POI) is January 1, 2023, through December 31, 2023. Interested parties are invited to comment on this preliminary determination.

United States has begun an investigation into the extension of anti-dumping tariffs on persulfates from China. (HTS: 2833.40.20, 2833.40.60)

United States has initiated an investigation into anti-dumping duties on hot-rolled steel products from China, Taiwan and Ukraine, and the extension of anti-dumping duties and countervailing duties on hot-rolled steel products from India, Indonesia and Thailand (HTS: 7208.10.15.00, 7208.10.30.00, 7208.10.60.00, 7208.25.30.00, 7208.25.60.00).

United States: Final Affirmative Determinations in the Antidumping and Countervailing Duty Investigations of Certain Pea Protein from the People’s Republic of China

On June 28, 2024, the U.S. Department of Commerce (Commerce) announced the final affirmative determinations in the antidumping duty (AD) and countervailing duty (CVD) investigations of certain pea protein (Classified under tariff hts codes 3504.00.1000, 3504.00.5000, and 2106.10.0000) from the People’s Republic of China (China).

United States: Initiation of Antidumping Duty Investigation of Vanillin from the People’s Republic of China

On June 25, 2024, the U.S. Department of Commerce (Commerce) initiated an antidumping duty investigation to determine whether vanillin from the People’s Republic of China (China) is being sold in the United States at less than fair value. In advance of the issuance of the antidumping duty questionnaire, Commerce asks that you respond to the questions to this letter, requesting information on the quantity and U.S. dollar sales value of all your sales to the United States during the period of investigation October 1, 2023, through March 31, 2024, of merchandise covered by the scope of this investigation, produced in China. 

United States: Commerce Initiates Antidumping and Countervailing Duty Investigations of Vanillin from the People’s Republic of China

On June 26, 2024, the U.S. Department of Commerce (Commerce) announced the initiation of antidumping duty (AD) and countervailing duty (CVD) investigations of vanillin (HTS Code 2912.41.0000 and 2912.42.0000) from the People’s Republic of China (China).

United States: Preliminary Determinations in the Countervailing Duty Investigations of Certain Paper Plates from the People’s Republic of China and the Socialist Republic of Vietnam

On June 25, 2024, the U.S. Department of Commerce (Commerce) announced its preliminary affirmative determinations in the countervailing duty (CVD) investigations of certain paper plates from the People’s Republic of China (China) and the Socialist Republic of Vietnam (Vietnam). Commerce is conducting concurrent antidumping duty (AD) investigations of certain paper plates (HTS code 4823.69.0040) from China, Thailand, and Vietnam.

United States: Preliminary Affirmative Determinations in the Antidumping and Countervailing Duty Investigations of Ferrosilicon from the Russian Federation

On June 24, 2024, the U.S. Department of Commerce (Commerce) announced its preliminary affirmative determinations in the antidumping duty (AD) and countervailing duty (CVD) investigations of ferrosilicon from the Russian Federation (Russia). Commerce is conducting concurrent antidumping and countervailing duty investigations on imports of ferrosilicon (HTS code 2917.39.2000) from Brazil, Kazakhstan, and Malaysia.

United States: Commerce Initiates Antidumping and Countervailing Duty Investigations of Disposable Aluminum Containers, Pans, Trays, and Lids from the People’s Republic of China

On June 6, 2024, the U.S. Department of Commerce (Commerce) announced the initiation of antidumping duty (AD) and countervailing duty (CVD) investigations of disposable aluminum containers, pans, trays, and lids (HTS code 7615.10.7125) from the People’s Republic of China (China).
