Argentina imposed anti-dumping duty on natural or unpolished fine porcelain stoneware, slabs and tiles

Argentina customs authority has imposed anti-dumping duty on import of natural or unpolished fine porcelainstoneware, slabs and tiles classified under tariff chapter 69 and originating from Brazil, India, Malaysia and Vietnam.

Brazil: imposed anti-dumping duty

Brazil customs authority has imposed anti-dumping duty on certain products classified under tariff chapters 20, 40 and 70, originated from France, Belgium, Germany, Netherlands and China.

Canada: Notice of close of record and updated schedule of Oil country tubular goods and seamless casing 

The Canada Border Services Agency (CBSA) has now closed the record of the normal value review (review) of certain oil country tubular goods (OCTG) and seamless casing exported from China to Canada by Dalipal Pipe Company. The review follows a request for re-determination filed by an importer and is part of the CBSA’s enforcement of the Canadian International Trade (CITT) finding, respecting the dumping and subsidizing of certain OCTG and seamless casing from China, in accordance with the Special Import Measures Act (SIMA).

Canada: Extension of re-investigation of Concrete reinforcing bar 

The Canada Border Services Agency (CBSA) has extended the re-investigation to update the normal values and export prices of certain concrete reinforcing bar originating in or exported from the Republic of Turkey. The CBSA extended the conclusion of the re-investigation by 33 days due to the complexity and novelty of the issues presented by the re-investigation. Consequently, the re-investigation will be concluded by April 4, 2023.

Canada: Conclusion of normal value review of Steel piling pipe

The Canada Border Services Agency (CBSA) has concluded a normal value review (review) to establish the normal values, export prices and amount of subsidy applicable to certain steel piling pipe (piling pipe) exported to Canada from the People’s Republic of China (China) by Qingdao Wangbaoqiang Industry Co., Ltd. (WBQ). The review follows a request for re-determination filed by an importer and is part of the CBSA’s enforcement of the Canadian International Trade Tribunal’s (CITT) order issued on July 4, 2018, in Expiry Review No. RR-2017-003, respecting the dumping and subsidizing of piling pipe originating in or exported from China, in accordance with the Special Import Measures Act (SIMA). Beginning January 1, 2022, under the revised customs tariff schedule, subject goods are normally classified under the following tariff classification number: 7306.30.00.52, 7306.30.00.54, 7306.30.00.55, 7306.30.00.56, 7306.30.00.57, 7306.30.00.59, 7306.30.00.62, 7306.30.00.64, 7306.30.00.65, 7306.30.00.66, 7306.30.00.67, 7306.30.00.69, 7306.30.00.72, 7306.30.00.74, 7306.30.00.75, 7306.30.00.76, 7306.30.00.77, 7306.30.00.79, 7306.40.00.20, 7306.40.00.30 and 7306.50.00.00. Canada: Notice of conclusion of expedited review of Upholstered domestic seating

The Canada Border Services Agency (CBSA) has concluded an expedited review of certain upholstered domestic seating (UDS) exported to Canada by the exporter Kaiser 2 Furniture Industry (Vietnam) Co. Ltd. (Kaiser 2), in accordance with the Special Import Measures Act (SIMA). The expedited review was initiated on February 14, 2022 and is part of the CBSA’s enforcement of the Canadian International Trade Tribunal’s (CITT) finding of injury issued on September 2, 2021, respecting the dumping and subsidizing of UDS from China and Vietnam. The importation of the subject goods are usually classified under the following tariff classification numbers: 9401.41.00.00, 9401.49.00.00, 9401.61.10.10, 9401.61.10.90, 9401.71.10.10, and 9401.71.10.90. The Canada Border Services Agency (CBSA) has now closed the record of the normal value review of certain upholstered domestic seating (UDS) originating in or exported from the People’s Republic of China (China) by Zhejiang Kuka Merlin Furniture Co., Ltd. The review follows a request for re-determination filed by an importer and is part of the CBSA’s enforcement of the Canadian International Trade Tribunal’s (CITT) order issued on September 2, 2021, respecting the dumping and subsidizing of UDS from China and Vietnam in accordance with the Special Import Measures Act (SIMA).

China: Announcement on the Final Ruling on the Anti-dumping Measures Imposed on Imports of Phthalocyanine Originating in the India 

In accordance with the Anti-dumping Regulations of the People's Republic of China, on March 1st 2022, the Ministry of Commerce of the People's Republic of China issued Announcement, deciding to carry out anti-dumping investigation into imports of Phthalocyanine Originating in the India. The Investigation Authority has preliminarily affirmed dumping of imports of Phthalocyanine Originating in the India, substantial damage to China's domestic phthalocyanine and the causal relationship between the dumping and the substantial damage. In accordance with Article 38 of the Anti-dumping Regulations, with the suggestion from China MOFCOM the Customs Tariff Commission of the State Council decided to impose formal anti-dumping duties (range from 11.9%~30.7%) on imports of phthalocyanine (China HTS 32041700 and 32129000) originating in the India starting from February 27th, 2023, effective for 5 years.

European Commission terminates anti-dumping duties on imports of hot-rolled flat steel from Ukraine

The Commission has terminated an ongoing expiry review investigation concerning anti-dumping measures on imports of hot-rolled flat steel products from Ukraine and thus anti-dumping duties on said imports from Ukraine are no longer in place. This follows Eurofer’s withdrawal of their request for an expiry review with respect to imports from Ukraine on the grounds that EU industry is not likely to be injured by these imports given the current state of Ukraine’s steel industry.

The collection of anti-dumping duties on imports of hot-rolled flat steel (HRFS) products from Ukraine had already been temporarily suspended on 4 June 2022 as part of the measures taken by the Commission to support Ukraine’s economy, including temporary full trade liberalisation and the suspension of trade defence measures. The expiry review on the anti-dumping duties on imports of HRFS will continue as regards imports from Brazil, Iran and Russia. The respective duties on imports from these countries remain in force pending the outcome of the investigation. HRFS products are used as primary materials for various steel products, with applications in construction, shipbuilding, gas containers, cars, pressure vessels and energy pipelines.

European union: Extending the definitive anti-dumping duty on imports of certain stainless-steel tube and pipe buttwelding fittings

EU has extended the definitive anti-dumping duty imposed by Implementing Regulation (EU) 2017/141 on imports of certain stainless-steel tube and pipe buttwelding fittings, whether or not finished, originating in the People’s Republic of China and Malaysia. The product under investigation is falling under the TARIC codes 7307 23 10 35, 7307 23 10 40, 7307 23 90 35, 7307 23 90 40.

European Union: Notice of initiation of an expiry review of the anti-dumping measures applicable to imports of certain seamless pipes and tubes of stainless steel 

EU has issued notice of initiation of an expiry review of the anti-dumping measures applicable to imports of certain seamless pipes and tubes of stainless-steel originating in the People's Republic of China. The product subject to this review is falling under TARIC codes 7304 41 00 90, 7304 49 83 90, 7304 49 85 90, 7304 49 89 90 and 7304 90 00 91.

European Union: initiating a ‘new exporter’ review of a definitive anti-dumping duty on imports of melamine originating. 

European Union has initiated a ‘new exporter’ review of Implementing Regulation (EU) 2017/1171 imposing a definitive anti-dumping duty on imports of melamine (Classified under HTS 2933 61 00) originating in the People’s Republic of China for one Chinese exporting producer, repealing the duty with regard to imports from that exporting producer and making these imports subject to registration.

European Union: concerning exemptions from the extended anti-dumping duty on certain bicycle parts 

EU has issued notice to extend anti-dumping duty on certain bicycle parts originating in the People’s Republic of China pursuant to Regulation (EC) No 88/97. Having regard to Commission Implementing Regulation (EU) 2020/45 of 20 January 2020 amending Implementing Regulation (EU) 2019/1379 as regards the extension of the anti-dumping duty imposed on imports of bicycles originating in the People’s Republic of China to imports of certain bicycle parts originating in the People’s Republic of China by Council Regulation.

European Union: terminating the expiry review investigation concerning imports of certain hot-rolled flat products of iron, non-alloy or other alloy steel 

EU has issued notice to terminating the expiry review investigation concerning imports of certain hot-rolled flat products of iron, non-alloy or other alloy steel originating in Ukraine. The product under review is currently falling under TARIC code 7225 19 10 90), 7225 30 90, ex 7225 40 60 (TARIC code 7225 40 60 90), 7225 40 90, ex 7226 19 10 (TARIC codes 7226 19 10 91, 7226 19 10 95), 7226 91 91 and 7226 91 99. These CN and TARIC codes are given for information only, without prejudice to a subsequent change in the tariff classification.

Peru: Imports of clothing not subject to definitive safeguard measures

On 1 March 2023, a multisectoral committee composed of government ministries decreed that definitive safeguard measures should not be applied to imports of clothing products entered under chapters 61, 62 and 63 of the National Customs Tariff. March 1, 2023, the Multisectoral Committee (composed of the Ministry of Economy and Finance, Ministry of Production, and the Ministry of Foreign Trade and Tourism) issued Supreme Decree No. 008-2021-MINCETUR ( the " Decree") which provides for the non-application of definitive safeguard measures on imports of clothing entered under chapters 61, 62 and 63 of the National Customs Tariff.

United States: Commerce Preliminarily Finds Dumping of Certain Freight Rail Couplers and Parts Thereof from China

On March 8, 2023, the Department of Commerce (Commerce) announced its affirmative preliminary determination in the antidumping duty (AD) investigation of certain freight rail couplers and parts thereof (freight rail couplers) from China. The product is classified under tariff code 8607.30.1000.

United States: Commerce Initiates Antidumping Duty Investigations of Tin Mill Products

The U.S. Department of Commerce (Commerce) announced the initiation of antidumping duty (AD) investigations of tin mill products from Canada, the People’s Republic of China (China), Germany, the Republic of Korea (Korea), the Netherlands, Taiwan, the Republic of Turkey (Turkey), and the United Kingdom, and a countervailing duty (CVD) investigation of tin mill products from China. The product is classified under tariff codes 7210.11.0000, 7210.12.0000, 7210.50.0020, 7210.50.0090, 7210.50.0000, 7212.10.0000, 7212.50.0000, 7225.99.0090, and 7226.99.0180.
