Australia has launched an investigation into tariff circumvention on steel rod in coil ((HS: 7213.91.00, 7314.20.20, 7227.90.90) from China. The goods subject to the anti-dumping measures and this inquiry are: Hot-rolled rods in coils of steel, whether or not containing alloys, that have maximum cross sections that are less than 14mm. The goods covered include all steel rods meeting the above description regardless of the particular grade or alloy content. Goods excluded from the measures are: Hot-rolled deformed steel reinforcing bar in coil form, commonly identified as rebar or debar, and stainless steel in coils.

Australia has launched an investigation into the extension of anti-dumping tariffs on Chinese-made Deep Drawn Stainless Steel Sinks (HS: 7324.10.00). The goods subject to the measures and this inquiry are: Deep drawn stainless steel sinks with a single deep drawn bowl having a volume of between 7 and 70 litres (inclusive), or multiple drawn bowls having a combined volume of between 12 and 70 litres (inclusive), with or without integrated drain boards, whether finished or unfinished, regardless of type of finish, gauge, or grade of stainless steel and whether or not including accessories; stainless steel sinks with multiple deep drawn bowls that are joined through a welding operation to form one unit; and deep drawn stainless steel sinks whether or not that are sold in conjunction with accessories such as mounting clips, fasteners, seals, sound-deadening pads, faucets (whether attached or unattached), strainers, strainer sets, rinsing baskets, bottom grids, or other accessories. Stainless steel sinks with fabricated bowls are excluded from the goods covered.

Canada has initiated an investigation into the extension of anti-dumping and countervailing duties on unitized wall modules originating from China (HS: 7008.00.00.00, 7308.30.00.21, 7610.10.00.10, 7610.10.00.20, 7610.90.90.30, 7610.90.90.90).
On May 13, 2024, the Canadian International Trade Tribunal (CITT), pursuant to subsection 76.03(1) of the Special Import Measures Act (SIMA), initiated an expiry review of its order made on July 3, 2019, in Expiry Review No. RR-2018-002, concerning the dumping and subsidizing of certain unitized wall modules originating in or exported from China. As a result of the CITT’s expiry review, the Canada Border Services Agency (CBSA) has today initiated an expiry review investigation to determine, pursuant to paragraph 76.03(7)(a) of SIMA, whether the expiry of the order is likely to result in the continuation or resumption of dumping and/or subsidizing of the subject goods. The CBSA will make a determination no later than October 10, 2024, and will issue a Statement of Reasons by October 25, 2024.
Canada: Notice of conclusion of expiry review investigation on Carbon Steel Welded Pipe 3 (CSWP3 2023 ER)
The Canadian International Trade Tribunal (CITT), pursuant to subsection 76.03(1) of the Special Import Measures Act (SIMA), initiated an expiry review of its finding made on February 15, 2019, in Inquiry No. NQ-2018-003, concerning the dumping of certain carbon steel welded pipe originating in or exported from the Islamic Republic of Pakistan (Pakistan), the Republic of the Philippines (the Philippines), the Republic of Türkiye (Türkiye) and the Socialist Republic of Vietnam (Vietnam). As a result, on December 12, 2023, the Canada Border Services Agency (CBSA) initiated an expiry review investigation to determine whether the expiry of the finding is likely to result in the continuation or resumption of dumping of the goods. The investigation has now been completed and today, pursuant to paragraph 76.03(7)(a) of SIMA, the CBSA has determined that the expiry of the finding is likely to result in the continuation or resumption of dumping of such goods originating in or exported from Pakistan, the Philippines, Türkiye and Vietnam.
A Statement of Reasons that contains additional details concerning the determination made by the CBSA will be issued within 15 days. The CITT will now conduct an inquiry to determine whether the expiry of its finding is likely to result in injury to the Canadian industry and has announced that it will issue its decision no later than October 16, 2024.

EU Commission fights circumvention of tariffs on imports of cold-rolled stainless steel
European Commission countered the circumvention of its anti-subsidy measures on cold-rolled stainless steel (SSCR) from Indonesia by extending the measures to also cover imports from Taiwan, Türkiye and Vietnam.

The complaint was lodged on 4 April 2024 by Europacable (‘the complainant’). The complaint was made on behalf of the Union industry of OFC in the sense of Article 10(6) of the basic Regulation. The product subject to this investigation is single mode optical fibre cables, made up of one or more individually sheathed fibres, with protective casing, whether or not containing electric conductors, whether or not connectorized (‘the product under investigation’).

The complaint was lodged on 4 April 2024 by the European Parquet Federation (‘the complainant’). The complaint was made on behalf of the Union industry of multilayered wood flooring in the sense of Article 5(4) of the basic Regulation. EU extending the definitive anti-dumping duty imposed on imports of birch plywood originating in Russia to imports of birch plywood consigned from Türkiye and Kazakhstan, whether declared as originating in Türkiye and Kazakhstan or not
EU commission has extended the definitive anti-dumping duty imposed by Implementing Regulation (EU) 2021/1930 on imports of birch plywood originating in Russia to imports of birch plywood consigned from Türkiye and Kazakhstan, whether declared as originating in Türkiye and Kazakhstan or not. The product concerned by the possible circumvention is plywood consisting solely of sheets of wood, each ply not exceeding 6 mm thickness, with outer plies of wood specified under subheading 4412 33, with at least one outer ply of birch wood, whether or not coated, classified on the date of entry into force of the original Regulation under CN code ex 4412 33 00 (TARIC code 4412330010) and originating in Russia (‘the product concerned’). This is the product to which the measures are currently apply.
The product under investigation is the same as that defined in the previous recital, currently falling under CN code 4412 33 10, but consigned from Türkiye and Kazakhstan, whether declared as originating in Türkiye and Kazakhstan (TARIC codes 4412331010 and 4412331020) (‘the product under investigation’). The investigation showed that birch plywood exported from Russia and birch plywood consigned from Kazakhstan and Türkiye, whether originating in Kazakhstan and Türkiye, have the same basic physical and chemical characteristics and have the same uses, and are therefore considered as like products within the meaning of Article 1(4) of the basic Regulation.
EU extending the definitive anti-dumping duty imposed on imports of stainless steel cold-rolled flat products
EU commission has extended the definitive anti-dumping duty imposed by Implementing Regulation (EU) 2021/2012 on imports of stainless steel cold-rolled flat products originating in Indonesia to imports of stainless steel cold-rolled flat products consigned from Taiwan and Vietnam, whether declared as originating in Taiwan and Vietnam or not, and terminating the investigation concerning the possible circumvention of anti-dumping measures imposed by that Regulation by imports of stainless steel cold-rolled flat products consigned from Türkiye, whether declared as originating in Türkiye or not.
The product concerned by possible circumvention is flat-rolled products of stainless steel, not further worked than cold-rolled (cold-reduced), classified on the date of entry into force of Implementing Regulation (EU) 2021/2012 under CN codes 7219 31 00, 7219 32 10, 7219 32 90, 7219 33 10, 7219 33 90, 7219 34 10, 7219 34 90, 7219 35 10, 7219 35 90, 7219 90 20, 7219 90 80, 7220 20 21, 7220 20 29, 7220 20 41, 7220 20 49, 7220 20 81, 7220 20 89, 7220 90 20 and 7220 90 80 and originating in Indonesia (‘the product concerned’). United States has launched an investigation into anti-dumping and countervailing duties on disposable aluminum containers, pans, and trays from China (HTS: 7615.10.7125)
The Commission hereby gives notice of the institution of investigations and commencement of preliminary phase antidumping and countervailing duty investigation Nos. 701-TA-727 and 731-TA-1695 (Preliminary) pursuant to the Tariff Act of 1930 (“the Act”) to determine whether there is a reasonable indication that an industry in the United States is materially injured or threatened with material injury, or the establishment of an industry in the United States is materially retarded, by reason of imports of disposable aluminum containers, pans, and trays from China, provided for in statistical reporting number 7615.10.7125 of the Harmonized Tariff Schedule of the United States, that are alleged to be sold in the United States at less than fair value and alleged to be subsidized by the Government of China. Unless the Department of Commerce (“Commerce”) extends the time for initiation, the Commission must reach a preliminary determination in antidumping and countervailing duty investigations in 45 days, or in this case by July 1, 2024. The Commission's views must be transmitted to Commerce within five business days thereafter, or by July 9, 2024.
