US Section 232 - Metal and pharmaceuticals
U.S. President Donald Trump on Thursday revised national security tariffs on imports of steel, aluminum, and copper to lower duties on derivative products, simplify compliance, and reduce under-reporting of import values. Under the updated policy, the U.S. will maintain a 50% tariff on primary steel, aluminum, and copper imports under Section 232 of the Trade Act of 1974. However, the tariff will now be applied to the price paid by U.S. buyers rather than the declared import value, though details on how this price will be determined remain unclear.
Key additional changes include:
- Products containing less than 15% of these metals by weight will no longer be subject to the previous 50% tariff.
- Certain metal-intensive industrial and electrical grid equipment will see tariffs reduced from 50% to 15% through 2027 to support industrial expansion.
- Derivative products with more than 15% metal content will face a reduced 25% tariff, applied to the full value of the import rather than just the metal portion.
- Goods manufactured abroad using entirely U.S.-origin steel, aluminum, and copper will be subject to a lower 10% tariff.
