China Import tariff update
The Ministry of Finance (China) published a policy notice in September (19 Sept) clarifying adjustments in additional tariffs on imports from the United States. Specifically, it states that the additional tariff rate that was previously set at 34% would be adjusted to 10%, and a 24% additional tariff would be suspended for 90 days (effective from that date). This kind of adjustment reflects the ongoing balancing act in China’s use of additional tariffs / countermeasures in light of trade relations with the U.S. In September, modifications were made to the U.S. reciprocal tariffs regime, adding or clarifying which products are excluded from the reciprocal tariff imposition. European Union customs tariff update
EU commission has updated the import tariff for various products. Update includes the changes in the general, preferential duty rates and quota rates for various products classified under tariff chapters 02, 07, 08, 10, 15, 20, 22, 24, 27, 28 etc. Source: EU Commission
India simplified the GST rates
From 22 September 2025, the GST rate structure was overhauled. The earlier multiple slabs (5%, 12%, 18%, 28%) have largely been replaced by two main rates: 5% and 18%. A higher 40% rate applies only to select goods that are considered luxury or “sin” goods. The 0% (nil) rate continues for many essential goods, health, education, etc. Many household, daily use and consumer goods (e.g. soaps, shampoo, small appliances) saw their GST rates reduced to 5%. Goods previously in higher slabs (e.g. 28%) that are not luxury/sin goods have been moved to 18%. The reforms became effective on 22 September 2025 for most goods and services (except for certain tobacco & related items which remain under existing regime until further notice). United States Customs tariff change on woods products
President Trump issued Sept. 29 a proclamation that will impose the following Section 232 tariffs on imported timber, lumber, and derivative products, effective for goods entered or withdrawn from warehouse for consumption on or after 12:01 a.m. EDT on Oct. 14, 2025.
- a 10 percent tariff on softwood timber and lumber
- a 25 percent tariff on certain upholstered wood products that will increase to 30 percent on Jan. 1, 2026
- a 25 percent tariff on kitchen cabinets and vanities and parts thereof that will increase to 50 percent on Jan. 1, 2026
These tariff rates will apply to all imports of subject goods except that (1) for products of the United Kingdom the Section 232 tariff will not exceed 10 percent and (2) for products of the European Union and Japan the combined Section 232 tariff and most-favored-nation duty rate will be a maximum of 15 percent.
