China: Announcement on the Final Review of the Anti-dumping Measures against Imports of Hydriodic Acid Originating in Japan and United States 

The Ministry of Commerce of the People's Republic of China (MOFCOM) issued the MOFCOM Announcement No.80 of 2018, deciding to impose anti-dumping duty on imports of Hydriodic Acid from Japan and United States. The measure is set to expire on October 14, 2023. Currently, duty rates 41.1% for Japan companies, 123.4% for US companies. On August 1, 2023, the MOFCOM received a formal application for expiry review on anti-dumping measures officially submitted by representatives from Hydriodic Acid industry and claim if the anti-dumping measures is terminated, the dumping behavior and injury to the industry in China might continue or reoccur, and requested the MOFCOM to maintain the anti-dumping measures.

In accordance with the Anti-dumping Regulations of the People's Republic of China, the MOFCOM conduct review process. Current evidence shows that the applicants meet the provisions specified in Article 11, Article 13 and Article 17 of the Anti-dumping Regulations of the People's Republic of China on industry and industry representative, and therefore, they are eligible for the submission. The investigation authority believes that the applicants' claim and the prima facie evidence submitted are in conformity with the requirements for an expiry review. According to Article 48 of the Anti-dumping Regulations of the People's Republic of China, the MOFCOM decides to conduct an expiry review investigation. This investigation starts from Oct 16, 2023 and ends prior to May 10, 2024. As suggested by the MOFCOM and decided by the Customs Tariff Commission of the State Council, during the expiry review investigation of the anti-dumping measures, the imports of Hydriodic Acid Originating in Japan and United States will still be subject to anti-dumping duties at the scope and rate released in MOFCOM Announcement No. 80 of 2018.

Canada: Notice of initiation of expiry review investigation on Cold-rolled steel

On November 14, 2023, the Canadian International Trade Tribunal (CITT), pursuant to subsection 76.03(1) of the Special Import Measures Act (SIMA), initiated an expiry review of its finding made on December 21, 2018, in Inquiry No. NQ-2018-002, concerning the dumping and subsidizing of certain cold-rolled steel originating in or exported from China, South Korea and Vietnam. As a result of the CITT’s expiry review, the Canada Border Services Agency (CBSA) has today initiated an expiry review investigation to determine, pursuant to paragraph 76.03(7)(a) of SIMA, whether the expiry of the finding is likely to result in the continuation or resumption of dumping and/or subsidizing of the subject goods. The CBSA will make a determination no later than April 12, 2024, and will issue a Statement of reasons by April 29, 2024.

Canada: Notice of normal value review of Steel piling pipe (PP 2023 UP1)

The Canada Border Services Agency (CBSA) has initiated a normal value review (review) to establish the normal values, export prices and an amount of subsidy applicable to certain steel piling pipe (piling pipe) originating in or exported from China by Tak International Trading (Tianjin) Co., Ltd. The review follows requests for re-determination filed by an importer and is part of the CBSA’s enforcement of the Canadian International Trade Tribunal’s (CITT) order issued on July 4, 2018, in Expiry Review No. RR-2017-003, respecting the dumping and the subsidizing of piling pipe originating in or exported from China, in accordance with the Special Import Measures Act (SIMA).

Canada: Statement of Reasons of final determinations on Wind towers

Pursuant to subsection 41(1)(b) of the Special Import Measures Act, the Canada Border Services Agency made final determinations on October 18, 2023 respecting the dumping and subsidizing of certain steel utility wind towers and sections originating in or exported from China.

EU: Notice of initiation of an anti-dumping proceeding concerning imports of erythritol originating in the People’s Republic of China 

The European Commission (‘the Commission’) received a complaint pursuant to Article 5 of Regulation (EU) 2016/1036 of the European Parliament and of the Council of 8 June 2016 on protection against dumped imports from countries not members of the European Union (‘the basic Regulation’), alleging that imports of erythritol, originating in the People’s Republic of China, are being dumped and are thereby causing injury to the Union industry. The product allegedly being dumped is the product under investigation, originating in the People’s Republic of China (PRC,‘the country concerned’), currently classified under CN code ex 2905 49 00 for erythritol in its pure form and CN codes ex 2106 90 92 and ex 2106 90 98 for blended products (TARIC codes 2905 49 00 15, 2106 90 92 65, and 2106 90 98 15).

EU: Notice of initiation of an anti-dumping proceeding concerning imports of optical fibre cables originating in India 

The European Commission (‘the Commission’) has received a complaint pursuant to Article 5 of Regulation (EU) 2016/1036 of the European Parliament and of the Council of 8 June 2016 on protection against dumped imports from countries not members of the European Union (‘the basic Regulation’), alleging that imports of optical fibre cables (‘OFC’), originating in India, are being dumped and are thereby causing injury to the Union industry. The product subject to this investigation is single mode optical fibre cables, made up of one or more individually sheathed fibres, with protective casing, whether or not containing electric conductors, whether or not connectorized (‘the product under investigation’).The following products are excluded: 

(i) cables below 500 meters in length in which all the optical fibres are individually fitted with operational connectors at one or both extremities; and
(ii) cables for submarine use, plastic insulated, containing a copper or aluminium conductor, in which fibres are contained in metal module(s).

All interested parties wishing to submit information on the product scope must do so within 10 days of the date of publication of this Notice. The product allegedly being dumped is the product under investigation, originating in India (‘the country concerned’), currently classified under CN code ex 8544 70 00 (TARIC codes 8544 70 00 10 and 8544 70 00 91).

EU: Notice of initiation of an anti-dumping proceeding concerning imports of certain polyvinyl chloride (‘PVC’) originating in Egypt and the United States of America

The European Commission (‘the Commission’) received a complaint pursuant to Article 5 of Regulation (EU) 2016/1036 of the European Parliament and of the Council of 8 June 2016 on protection against dumped imports from countries not members of the European Union. (‘the basic Regulation’), alleging that imports of polyvinyl chloride (‘PVC’), originating in Egypt and the United States of America, are being dumped and are thereby causing injury to the Union industry. The product subject to this investigation is the suspension polyvinylchloride (‘S-PVC’), not mixed with any other substance. The product concerned includes S-PVC only, it does not include emulsion polyvinylchloride (‘E-PVC’) (‘the product under investigation’). The product allegedly being dumped is the product under investigation, originating in Egypt and in the United States of America (‘the USA’) (‘the countries concerned’), currently classified under CN code (ex) 3904 10 00 (TARIC codes 3904 10 00 15 and 3904 10 00 80).

EU: Notice of initiation of an anti-dumping proceeding concerning imports of mobile access equipment (‘MAE’), originating in the People’s Republic of China 

The European Commission (‘the Commission’) received a complaint pursuant to Article 5 of Regulation (EU) 2016/1036 of the European Parliament and of the Council of 8 June 2016 on protection against dumped imports from countries not members of the European Union (‘the basic Regulation’), alleging that imports of mobile access equipment (‘MAE’), originating in the People’s Republic of China, are being dumped and are thereby causing injury to the Union industry. The product allegedly being dumped is the product under investigation, originating in the People’s Republic of China (‘the country concerned’), currently classified, for the MAE, under CN codes ex 8427 10 10, ex 8427 20 19, ex 8428 90 90 and, for the pre-assembled or ready-to-assemble sections of MAE, under ex 8431 20 00 and ex 8431 39 00 (TARIC codes: 8427 10 10 10, 8427 20 19 10, 8428 90 90 20, 8431 20 00 60 and 8431 39 00 10). 

EU: Notice of initiation of an anti-dumping proceeding concerning imports of titanium dioxide (‘TiO2’), originating in the People’s Republic of China 

The European Commission (‘the Commission’) has received a complaint pursuant to Article 5 of Regulation (EU) 2016/1036 of the European Parliament and of the Council of 8 June 2016 on protection against dumped imports from countries not members of the European Union (‘the basic Regulation’), alleging that imports of titanium dioxide (‘TiO2’), originating in the People’s Republic of China, are being dumped and are thereby causing injury to the Union industry. The product subject to this investigation is titanium dioxide, having the chemical formula TiO2, in all forms, as titanium oxides or in pigments and preparations based on titanium dioxide, containing a minimum of 80 % by weight of titanium dioxide calculated on the dry matter, having all types of particle sizes. It is classified under the Chemical Abstracts Service Registry Number (CAS RN) 12065-65-5 and 13463-67-7 (‘the product under investigation’). The product allegedly being dumped is the product under investigation, originating in the People’s Republic of China (‘the country concerned’), currently classified under CN codes ex 2823 00 00 and 3206 11 00 (TARIC codes 2823 00 00 10 and 2823 00 00 30).

United States: Commerce Initiates Antidumping and Countervailing Duty Investigations of Frozen Warmwater Shrimp from Ecuador, India, Indonesia, and the Socialist Republic of Vietnam
